Present for the Park & Recreation Committee and attending the meeting were: Andy Goldman, Chairman, Jane Slater, Julie Flanders, Warren Doty (arrived at 8:20 AM), and Chuck Hodgkinson. Marshall Carroll also attended. Tim Carroll did not attend.
The meeting came to order at 8:00 AM.
Updated Bulkhead Rules & Regulations:
The Committee reviewed the updated Bulkhead rules and regulations dated 3/9/17 with town counsel comments. For clarity it was agreed to add “Designated” to the beginning of # 6 to read:
6. Designated representatives of the Town may enter to view and make improvements and/or to expel the tenant if the tenant shall fail to pay the rent, or in case of a breach of any covenants herein on the part of the tenant.
It was also agreed to clarify # 14 by adding “vehicles” to read:
14. No storage of boats, vehicles or motors on the property without prior written Committee approval.
After brief discussion a motion was made to recommend the updated Bulkhead Rules & Regulations as amended and dated 3/9/17 for adoption by the Board of Selectmen. The motion was seconded and passed unanimously with four in favor.
Updated Bulkhead Lease:
The Committee reviewed the updated Bulkhead Lease dated 3/9/17 with town counsel comments. After brief discussion a motion was made to recommend the updated Bulkhead Lease as presented and dated 3/9/17 for adoption by the Board of Selectmen. The motion was seconded and passed unanimously with four in favor.
Menemsha Texaco List of Products:
The Committee welcomed Mr. Carroll who in turn thanked the Committee for the opportunity to run the Menemsha Texaco business. He said his list of products provides a community service for those who cannot venture down island—such as the transient boaters and visitors. Mr. Carroll took the Committee through his list of current products sold with requested additions in italics. The list was itemized into 7 categories: Petroleum products; Accessories; Maintenance materials; Maintenance tools; Other supplies; Fishing gear and Miscellaneous.
The Committee asked Mr. Carroll to remove the following products from the Miscellaneous list: beach toys, umbrellas, beach chairs, beach footwear, towels, shovels and pails. They explained these seem to compete directly with Roberta’s products. Mr. Carroll did not want to compete with Roberta and offered to discuss selling these items with her. The Committee thought that was a good idea and asked to report back on the outcome. Mr. Carroll agreed. A motion was made to approve the list of current and requested new products for sale at the Menemsha Texaco dated “1974/2017” as amended pending Roberta’s input. The motion was seconded and unanimously approved.

Harbormaster Parking:
The subject of harbormaster parking and the issues involved was brought up because this takes place on the bulkhead lots and has Park & Recreation oversight. The Committee discussed the option of moving the harbormaster office to the south to create more space next to the Texaco. The issue of safety and having clear unrestricted access to the ramp and harbormaster office entrance was also discussed.
A subsequent motion was made to recommend for the Selectmen’s consideration having a dedicated parking space for the Harbormaster immediately on the south side of the Harbormaster office—rather than on the north side. The motion was seconded. It was discussed that this would keep the use of the accessible ramp free and clear of any vehicular traffic. It would also require the tenants to keep the ramp free and clear of any materials that might restrict access from the bulkhead side or the Basin Road side of the Harbormaster entrance door. The motion came to a vote and passed unanimously with four in favor.
Administration:
The January 12, 2017 meeting minutes were reviewed and approved as presented by consensus.
The Committee asked Chuck H. to have the wiring in the bulkhead fishing shack on lot # 3A evaluated and return with a report.
The Committee also asked Chuck H. to invite the Planning Board Subcommittee on Menemsha for an update on their work to the next meeting which will be held on April 13, 2017 @ 8:00 AM.
With no further business to discuss, the meeting adjourned at 9:00 AM.
