Parks & Recreation Minutes 01/12/17

Present for the Park & Recreation Committee and attending the meeting were:  Andy Goldman, Chairman, Jane Slater, Warren Doty, Tim Carroll, Julie Flanders and Chuck Hodgkinson.    Stanley Larsen, Alec Gale and Christine Scheffer also attended.     

The meeting came to order at 8:04 AM.  Mr. Goldman welcomed everyone in attendance and opened the public hearing at 8:06 AM.  He proceeded to read the hearing’s legal notice aloud.

Draft Bulkhead Rules and Regulations:  Mr. Goldman proceeded to read the draft Bulkhead Rules and Regulations dated 12/8/16 aloud point by point.  The first section pertains to the use of the bulkhead including alteration of structures.  There were no comments on numbers 1 – 8.

Item # 9 dealing with the hold harmless clause for the Town was taken out of the Rules and regulations and added to the draft lease.

The remaining points were re-numbered 9-14 with no changes to the text.

The Administration section was then reviewed.  A question was raised on point # 1 as to whether or not “local” should be added to the sentence requiring the tenant to contribute to the commercial fishery.  It was decided to not limit the language to the “local” commercial fishery.  There were no comments on the remaining points numbered 2 – 11.  

Draft Bulkhead Lease:  With no further public comment on the rules and regulations Mr. Goldman reviewed the draft Bulkhead Lease dated 12/8/16.  The lease was read aloud and at the conclusion there were no comments.  As previously agreed the hold harmless clause point # 9 from the draft rules and regulations will be added to the draft lease dated 12/8/16.  With no further public comment a motion was made to close the public hearing at 8:45 AM.  The motion was seconded and with no further discussion passed unanimously with five in favor.

The Committee discussed whether or not both amended drafts of the rules and regulations and the lease should be reviewed by town counsel.  It was agreed.  A subsequent motion was made to approve the amended draft of the Bulkhead Rules and Regulations and the amended draft of the Bulkhead Lease subject to town counsel comment.  The motion was seconded and passed with four in favor and one opposed (Mr. Carroll).

Mr. Goldman opened the regular meeting and read the request to renew the bulkhead lease for the Menemsha Fish Market dated 12/26/16.  Stanley’s list of products sold and the required additions were reviewed.  Mr. Goldman then asked to review the request for a lease renewal and list of products for sale at Larsen’s Fish Market.  Ms. Scheffer reviewed Betsy’s list and requested additions dated 1/10/17.  Mr. Goldman expressed a desire to end up with one list of products – in season and out of season – for both markets.  Mr. Doty added we do not want either market to serve a menu of products in a way that resembles a restaurant rather than a fish market with certain prepared take out or related dry goods.  A letter from Debbie Packer dated Summer 2017 was read for the record and discussed.  At the conclusion a motion was made to approve the following list of products for sale at both fish markets.  The motion was seconded and approved with four in favor and one abstention (Mr. Carroll).

Approved list of items for sale for both fish markets -- Larsen’s Fish Market and the Menemsha Fish Market -- and subject to Board of Health approval where applicable:
Fish and shellfish (live, fresh, frozen, prepared), bread crumbs, sushi rice
Assorted marinades and sauces for preparation of seafood sushi ingredients
Pre-packaged seafood dips and spreads; crackers to go with spreads
Smoked fish; frozen chowder bases; stock bait; ice
Fishing tackle and gear
Frozen baguettes; lemons; garlic; packaged coleslaw; packaged potato salad
Seafood salads; sushi rolls; cooked lobsters and mussels with lemon and butter
Clams and oysters on the half shell with sauces and lemons
Crab cakes; fish cakes; stuffed quahogs; stuffed scallops (hot and cold); cooked rock crabs; fresh lobster; fresh tuna rolls with sauces and lemons to accompany each
Hot chowder; utensils related to seafood (crackers, scalers, clam and oyster knives etc.
T shirts; hats; sweatshirts etc. with logo;
fish market cookbooks, videos, CD’s etc. relating to seafood knives; cards; place mats; insulated boxes for transporting seafood;
foul weather gear; aprons, candy.
One brand of bottled water for sale inside the market only
One flavor of carbonated soft drink for sale inside the market only

While the Menemsha Texaco submitted a request for a lease renewal with a list of products for sale it was agreed to defer reviewing this until next meeting when Marshall can attend.
Administration:  
The December 8, 2016 meeting minutes was reviewed and approved as presented with four in favor and one abstention (Ms. Flanders).

The next meeting will be February 16, 2017 @ 8:00 AM.   Mr. Goldman suggested inviting the various departments that have business in Menemsha to the March meeting:  Police, Harbormaster, Beach Committee and the Planning Board Subcommittee.

With no further business to discuss, the meeting adjourned at 9:40 AM.
