Parks & Recreation Minutes 12/08/16

Present for the Park & Recreation Committee and attending the meeting were:  Andy Goldman, Chairman, Jane Slater, Warren Doty, Tim Carroll and Chuck Hodgkinson.    Stanley Larsen, Marshall Carroll, Everett Poole, Alec Gale, Tim Broderick, Betsy Larsen and Jim Malkin also attended.  Julie Flanders did not attend.    

The meeting came to order at 8:06 AM.  Mr. Goldman welcomed everyone in attendance and reviewed the meeting’s agenda.

The November 3, 2016 draft meeting minutes were reviewed.  A motion was made and seconded to approve the minutes as presented.  The motion passed unanimously with four in favor.

Draft updated bulkhead lease:  A draft dated December 8 of an updated Bulkhead Lease was distributed.  Mr. Goldman explained he condensed the lease to only include specifics of the lease agreement.  To make the lease simple and straightforward the references to certain bulkhead rules and regulations have been removed and consolidated in the draft rules and regulations document.  After brief discussion among the Committee and meeting attendees a consensus was reached to review the draft as presented at the required public hearing.

Draft updated bulkhead rules and regulations:  A draft dated December 8 of a      three- page updated Bulkhead Rules and Regulations document was distributed.            Mr. Goldman led the discussion through each item listed within each of two segments:  “Use of Bulkhead including alteration of structures” and “Administrative”.  

Administrative:  Item # 2 under this section was discussed.  It was pointed out the Menemsha Fish House is not owned or operated by a Chilmark resident.  Mr. Goldman commented that this was allowed as this business supports the stated purpose of helping to preserve commercial fishing in Menemsha.  He added if at some future date a proposal is received for a similar operation from a Chilmark resident then it would create a potential conflict which the Committee would need to review and resolve.  

After much discussion and several agreed changes a consensus was reached to update the draft as amended and review it at the required public hearing.  Mr. Goldman thanked everyone for their thoughtful comments.

Mr. Doty left the meeting at 9:00 AM.

Review various lists of products sold on bulkhead lots:  Three separate, somewhat dated lists of retail products sold at the various retail businesses were distributed and reviewed.

Fish Markets:
April 18, 2002 list for both fish markets:  It was agreed to amend the title of this approved list of products to include a reference that the products are subject to Board of Health approval where applicable.

The list of products not approved for sale was discussed.  A question was raised about why the lists of approved products for retail sale at the various markets and gas station are limited.  The summer season is quite short.  Mr. Goldman said the lists of retail products for sale are designed to help preserve and support commercial fishing in Menemsha.  The limited list of retail products combined with the low annual bulkhead lease payments are designed to allow a retail business owner to make a decent living during the summer and shoulder seasons.

March 10, 2014 – Stanley’s approved additional off-season products:  This list of certain off-season products sold from Columbus Day to Memorial Day was reviewed.  It was agreed the off-season list is still appropriate as outlined.

November 2, 2016 – Betsy’s request for additional in-season products:  It was agreed to spend more time on this request at the next meeting.

Menemsha Texaco:  December 19, 1988 product list:  After reading the list it too was deferred to the next meeting.

Mr. Goldman said these lists are dated and asked each owner of the various retail establishments to review these older lists and provide an updated and current list of products sold – in-season and off-season -- plus any requests for additions.  He would like these submitted to Chuck H. no later than Thursday, January 5 for distribution to the Committee and discussion at the next meeting.

FY 2018 Park & Recreation budget:  The modest FY 2018 proposed budget was reviewed.  It has not changed in over five years.  A motion was made and seconded to approve the proposed FY 2018 budget as presented.  The motion passed unanimously with three in favor.
Public Hearing:  Several dates were reviewed and the Committee agreed to schedule its public hearing to receive comment on the updated Bulkhead Lease and the amended Rules and Regulations for Thursday, January 12, 2017 @ 8:00 AM.



Administration:  There will a public hearing to receive public comment on the updated Bulkhead Lease and Bulkhead Rules and Regulations on Thursday, January 12, 2017 @ 8:00 AM.  The Committee will then hold its public meeting immediately after the hearing is closed.

With no further business to discuss, the meeting adjourned at 9:25 AM.
