MINUTES
CHILMARK LIBRARY TRUSTEES MEETING
May 21, 2012

Present: Trustees Norman Freed and Janet Weidner; Library Director Ebba Hierta, Librarian Kristin Maloney.  

Meeting called to order at 9:06 AM.  We approved the minutes of the March meeting as submitted.      

Group Reports: The buildings and grounds group reported that the water tests for the library for the second quarter of the year were all clean.  The program group reported that the summer lecture series has been set.  There will be ten speakers this summer.  

Financial Reports: The April financial reports were distributed and reviewed.  We expect to end the fiscal year on target.  

Old Business: We discussed a proposed new policy on responsible use of library computers.  The policy was adopted as proposed.  

Given the on-going summer parking issues at the Library, we discussed the possibility of designating one parking spot as “15 minute parking”.   This would be conducted under the honor system, i.e. we don’t expect that the police department will be able to enforce it for us.  But, it’s hoped that patrons would make the effort to only use that parking spot for quick visits – while  dropping off books, picking someone up, etc.  Ebba will meet with the Chilmark Police Chief to discuss this possibility and get his perspective.  

The Chilmark School Library program had its last official session on 30 April.  The Library is attempting to organize an end-of-year short meeting with the school classes to kick off the summer reading program, organize the return of any outstanding materials and give library cards to the fifth graders.   

New Business: We discussed the CLAMS contract which Ebba had distributed to us, in advance, for review.  We were somewhat concerned that one fiscal year’s notice is required to terminate the agreement.  In discussing this further, we concluded that this is due to the way budgeting seasons are conducted by member towns, and therefore is not unreasonable.  We considered submitting the contract to Town Counsel for review, but Ebba pointed out that the Town of West Tisbury had already requested review by Town Counsel.  Given that our two towns use the same firm as Town Counsel, it seemed foolish to request a review!  The Trustees voted to approve the contract with CLAMS.  

Cotuit Solar was on the island for a project and offered to do some preliminary measurements for a possible installation of solar panels on the Chilmark Library.  Their estimate was approximately $40,000 to install panels on the south side roof.
