Meeting was called to order at 9:35am by the acting chair Andrew Goldman.

Minutes from 1/10/19 were approved as amended.

Makenzie Brookes, Housing Bank MV admin, introduced the history of the Housing Bank initiative. Ann asked Makenzie about yearly voter requirements.  Makenzie explained how the current warrant articles, if approved, would be sent to state legislature for approval, then require a 2nd round of Town voter approval the following year. A 2-part voting process would be required, but there would be no subsequent yearly votes after that.  The 2.75% waste-water tax opt-in is not currently available in Chilmark because the Town does not have a comprehensive waste water management plan.

The committee discussed the options to fund an island-wide Housing Bank versus solely funding
Chilmark’s Molly Flender Municipal Housing Trust (MFMHT).  Chilmark’s draft Warrant Article #32 allocates 50% of the new short-term rental tax revenue to the MFMHT.   Article #33 is an act to create the MV Housing Bank, Article #34 is an act of legislature providing funding for the Housing Bank, and Article #35 will be struck from the warrant on town floor. Makenzie stated that #35 does not hold legally and that #34 covers what #35 was attempting to accomplish.
Bill Rossi inquired how the Housing Bank would fund their operations.  Makenzie stated it would be similar to Land Bank structure, funded by the new short-term rental tax revenue, and not through town budgets.  There would be voted in a Housing Bank board of directors to maintain oversight. Makenzie said the Housing Bank would be organized so that any spending would also require approval through Molly Flender Municipal Housing Trust majority vote.

Minutes from 2/14/19 were approved as amended.

Andy read aloud the draft memo CHC intends to send to BoS regarding land use violations as laid out in the MLR Community Ground Lease.  CHC members voted unanimously to send the letter to BoS as amended.

A deed rider for the Lionette Homesite was drafted based on the most recent DaRosa Homesite deed rider.  The draft is currently being reviewed by town council. Town council is also drafting a $1 Second Mortgage documents for Lionette & DaRosa Homesites as required in the deed rider.
