The chairman called the meeting to order at 9:00 AM.

Jim Feiner explained that Robert Lionette has an affordable Homesite with no recorded deed restriction.  In order to award a HELOC loan to Lionette the MV Savings Bank needs the CHC to determine the current affordable resale value. The CHC utilized the DCRHA Price Limit Worksheet to determine the 2 bedroom Homesite has a current resale value of $425,000.
That maximum value will be communicated to the bank and a deed restriction for the Lionette property will be drafted by CHC.   

Middle Line Road property use discussion.
MLR is a flagship of affordable housing.  Current homeownership lots have accumulated a lot of personal items in the yards.  The CHC considered the options to contact homeowners with a notice of land use. It was determined that the BoS is best suited to address this issue.  The CHC will make a recommendation to BoS to send a notice to MLR homes.

Housing Bank discussion
Chilmark Housing Bank funds would be put in the Molly Flender Municipal Housing Trust.  The new tax law would require annual inspections of all rental homes & units.  There were questions whether a new budgeted position would be needed and if the Town would be able to keep up with inspections. Ann Wallace commented that for Warrant Articles an annual vote would be required to appropriate the funds unlike the Land Bank model which is a direct one-time tax from landowners.

The committee decided to remove the April 4th date from the Short-term rental tax & Housing Bank Open House planning and will now offer one information session Thursdays April 11th, 5:00pm @ Chilmark Library.  This follows the Housing Bank forum 3/22 at the PAC and WT, VH & OB Annual Town meetings on Tuesday 4/9.
