Present: Jim Feiner (Chair), Andy Goldman, Roland Kluver, Michelle Leonardi, Jess Roddy,
Ann Wallace, Jessie Holtham (admin)
Absent: William Randol, Bill Rossi

Meeting was called to order at 9:00am by the chairman.

The chairman thanked Mr. Goldman for his Rental Assistance Program work.  The RAP rent rate cap increase was approved by the Selectmen at their April 17th meeting.  
It was suggested by the Community Preservation Committee administrative assistant that the CHC request an increase in funds from the CPC for the Rental Assistance Program to support the future rent increase.  Mr. Goldman stated that the CPC funds are always running a year in advance and there would be sufficient time to request additional funding this fall at special town meeting.  In the event funding cannot be secured at that time, Mr. Feiner suggested borrowing funds from the Molly Flender Municipal Housing Trust to cover rental assistance, to be paid back with the CPC funding.
CHC will contact DCRHA to inform them of the rent rate changes and to inquire the best method to communicate program updates to participating landlords.

Minutes from 4/12/18 Regular & Executive Sessions were approved.

Rental Assistance Program Summary
Discussed the document language of “adjusted gross income (only when self-employed) vs. gross income.”  Further explanation was requested as this sentence could confuse applicants.

Deed Riders & $1 Second Mortgages
Mr. Feiner consulted legal counsel who confirmed that the Deed Riders/Ground Leases on Town affordable properties contain proper language that protects affordability restrictions and should trigger a lending institution to seek Town approval before providing mortgage refinancing. Mr. Goldman commented that Lionetti property does not carry such restrictions.

The Mass Housing Partnership 12th annual Housing Institute in Devens, MA is June 6 & 7.  There is $500 of CHC professional development funds available.  Committee members will consider attending.

Jess Roddy encouraged CHC members to assist in forming a Peaked Hill subcommittee.
Mr. Goldman and Mr. Feiner offered their support.
