Chilmark Housing Committee
MINUTES
Tuesday March 15th, 2016
Chilmark Town Hall, 401 Middle Rd.


Present: Jim Feiner (Chair), Ann Wallace, Bill Rossi, Jessica Roddy, Jessica Holtham (Admin)
Absent: Zee Gamson, Roland Kluver, William Randol, Michelle Leonardi, Andy Goldman


Meeting was called to order by the Chairman at 2:45pm

Reviewed and amended meeting minutes from 1/5/15 & 2/2/15 CHC meetings.

Chairman welcomed Selectman Candidate Jim Malkin to the meeting, to observe the inner workings of the Chilmark Housing Committee.

Chilmark Planning Board Member, Sam Hart, presented the vision of the Joint Affordable Housing Group’s (JAHG) All-Island Housing Production Plan (HPP).  JAHG is in the initial stages of drafting Island-wide Housing Goals, Objectives, and Implementation Strategies; and encourages joint meetings with town Planning Boards + Affordable Housing Committees whenever possible for consensus building.  Sam facilitated the discussion on the challenges of Town-specific (Chilmark) HPP goals vs. Regional (Island-wide) goals.  The Town of Chilmark has strong Community Housing projects currently in place (80 – 100% AMI) and would need to shift the focus to concentrating on Affordable Projects in the future.  The standard in Massachusetts is for communities to provide a minimum of 10% of their housing inventory as affordable.

With the cost of living on Martha’s Vineyard being significantly higher than in other parts of the State, a Regional approach to the HPP should be considered.  By petitioning the State to recognize Martha’s Vineyard as “one-town” when describing housing AMI a regional HPP could then take shape.  Before a regional plan is formed it is up to each individual town to create a draft HPP to then merge into a regional plan.

To assist the Planning Board with the HPP, Committee Members Jessica Roddy and Ann Wallace will work with the Assessor’s Office to compile an updated, accurate inventory of all Chilmark Affordable & Community Housing Projects.

Bill Rossi suggested including appraisals of home-sites in the next fiscal year budget.  Jessica Roddy suggested that future ground leases include the cost of appraisal as part of the lease.

Next Meeting of the Chilmark Housing Committee was scheduled for the first Tuesday of the month, April 5, 2016 at 2:30pm in the first floor conference room, Chilmark Town Hall.
