Chilmark Housing Committee
MINUTES
Tuesday February 2, 2016
Chilmark Town Hall, 401 Middle Rd.


Present: Ann Wallace, Bill Rossi, Andrew Goldman, William Randol, Tim Carol, Sam Hart (Planning Board), Philippe Jordi (Island Housing Trust), Admin: Jessica Holtham

Absent: Jim Feiner, Jessica Roddy, Michelle Leonardi,  Zee Gamson, Roland Kluver

Meeting was called to order at 2:45pm when a quorum of the Committee was met.

Passed over approving minutes from 1/5/16 CHC meeting- moves to next scheduled meeting.

Planning Board Member Sam Hart presented the All-Island Housing Production Plan (HPP) initiative.  Sam asked the committee to provide a list of Chilmark’s Affordable Housing Inventory.  Andrew Goldman invited Mr. Hart to join the Chilmark Housing Committee as liaison between Planning Board and CHC.  Mr. Hart agreed his presence on the CHC would stimulate progress of the HPP. As a performance-based outcome project, the HPP will provide a road map for future island affordable residential housing developments. Sam Hart is charged with leading the discussion on relevant topics and issues such as density.  The committee discussed how many units Chilmark would be credited with, marked Affordable vs. Community housing and noted more  investigation would be needed.
Discussion of Community vs. Affordable housing and future housing development goals for the Town of Chilmark and Martha’s Vineyard as a whole, as it relates to the State 10% goal. Petitioning the State to include Middle Line Road at <80%AMI Subsidized Housing inventory (SHI) may be an option when channeling MLR into the Community or Affordable category, furthering the advance of Chilmark toward the State affordable housing goal.
In order to attract large-scale developers, Ann Wallace suggested investigating a “scattered site” development model.  Mr. Goldman noted that if Chilmark were to maintain the State mandated percentages of affordable housing then density requirements would need to be addressed.  Bill Rossi speculated that increase the permissible square footage of a guest house, currently at 800 sq. ft., would encourage other Rental Assistance opportunities – a program that is currently underutilized by current Chilmark homeowners.
CHC will be assessing completed projects to aid in future planning decisions.  Bigger picture planning: What is the best case scenario for future Chilmark residents?
