Chairman called the meeting to order at 2:30pm.
Previous meeting topics reviewed to create a draft of minutes for Tuesday, November 3, 2015 meeting.
Proposed draft list of topics to include in the 2015 Annual Report (due February 1, 2016) Housing Committee’s achievements and efforts;
- Nabs Corner Project
- Implementation Guidelines Revised Application
- Accessory Apartment bylaws
Concluded a Housing Committee Proposed Budget FY2017 could not be finalized without updated DCRHA Housing Assessment budget request. It was determined that a separate meeting of the CHC would have to be scheduled before December 31, 2015 to review and finalize a Housing Committee Budget FY2017. A request was send to DCRHA for the updated FY2017 budget request for Housing Assessment, to be delivered to the Housing Committee by Friday, December 4, 2015. A special Housing Committee meeting will be held Tuesday, December 15, 2015 at 2:30pm to approve FY2017 Budget.
Nabs Corner updates and discussion; projects moving forward, lots being cleared and building initial stages.
J. Roddy brought attention to the issue of Total Development Value and the timing of appraised value, i.e. would the appraised value be determined at the time of bank loan or at the time of occupancy. The Housing Committee unanimously agreed its preference of appraised value at time of occupancy.
Discussion continued on the topic of Single vs. Co-Applicant qualifying income and the legality of changed circumstances.
J. Roddy presented to Administrative Assistant J. Holtham a checklist of documents to accompany new committee member binders.
Committee was informed of a proposed amendment to the Zoning bylaws of the town: Section 6.9 Homesite Housing is scheduled at Planning Board Public Hearing on Monday, December 14, 2015. A. Goldman expressed the need of the Housing Committee to be included in Zoning by-law discussions and changes by other Chilmark Committees, of which all members of the CHC agreed.
The Housing committee calendar was reviewed and edited for upcoming deadlines.
