Minutes of January 17, 2013, March 12, 2013 and December 4, 2012 were adopted as corrected. The Committee further determined that Marina Lent could record meetings to aid production of an accurate written record – the recordings will be discarded once the written minutes are adopted, as the written minutes will provide the official record of the Committee’s work.
O’Brien Property Management: Marina Lent presented correspondence between the Housing Authority and Tim Carroll regarding retroactive billing correction of $2,691 from January 2012 through February 2013. The Committee asked Marina Lent to contact the Housing Authority for a full history of this matter.
USDA Rural Development Workshop Anne Wallace reported on housing assistance programs of the USDA. Unfortunately, many of these programs are currently severely curtailed due to the budget sequester policy of the US federal government. However, she pointed out that USDA staff members remain an important resource to assist us in developing strategies to support affordable housing on Martha’s Vineyard.
Needs Assessment Study Marina Lent requested assistance from the Committee in responding to request for information from consultant Karen Sunnarborg, who is currently completing the second part of a comprehensive housing needs assessment study.
Municipal Housing Trust The Committee confirmed that Sheila Muldour can represent the Committee on the Municipal Housing Trust, and asked Marina Lent to send the Board of Selectmen a roster of possible members who are willing to serve as soon as possible, so that they may be appointed enabling the Trust to hold a meeting and fully establish itself as soon as possible.
Planning Board By-law Review The committee noted that the Planning Board has completed its work around drafting a by-law regulating large dwellings in Chilmark, and asked Marina Lent to contact Planning Board Chair Janet Weidner to indicate that the Committee is eager to assist the Board with its upcoming comprehensive review of zoning by-laws with a view to establishing by-laws that will promote the creation of affordable housing in the town.
