Minutes of April 30, 2012 approved.

Middle Line Road – Road Associations  Marina Lent reported on a call from Chip Leonardi, Secretary of the Middle Line Road Association, who called to report that the road is showing significant damage, and suggested that John Keene be approached to fix the road.  The Committee noted that there are two separate road associations: one, for Middle Line Road proper, includes town and Land Bank in its membership; the other is responsible for all other roads of the MLR project; clarification on this particular communication would be helpful.  The Committee also suggested that the purpose of road associations is to manage and maintain the roads: this includes collecting fees that can be put towards the cost of maintenance, and using endogenous resources (such as association members with know-how and equipment) to fix problems such as potholes as they occur.  The Committee suggested that the road association attempt to fix the road first, and come to the Town only for issues that it is unable to resolve.

Replenishment of CPC Funding  The Committee made a motion to authorize Andy Goldman, the Housing Committee’s Community Preservation Committee (CPC) representative, to recommend a $75,000 replenishment of Chilmark’s rental conversion program.  The program, which is managed by the Dukes County Regional Housing Authority, has sufficient funding through October 2012 to serve the current participants and monthly expenses.  The appropriation would last until May 2014  and would allow for one additional participant.  The motion was unanimously approved, with Anne Wallace recusing, as she is a program participant.

The Board also discussed funding for the Rental Assistance Program, and decided to ask its representative to the Dukes County Regional Housing Authority, Todd Christy, to invite Housing Authority Director David Vignault to attend a future meeting of the Committee to explain the program in more detail.

Report-Back from Planning Board Bylaw Review Process  Andrew Goldman reported to the Committee on his discussion with the Planning Board regarding providing some flexibility in the 1-acre sub-standard lot requirement through a guideline or bylaw amendment.  While the Board did not definitively determine an approach to this issue at this time, it welcomes Andy’s participation in a working group charged with a thorough review and updating of Chilmark zoning by-laws.  This working group is beginning with an overview of town government to trace how all the various regulatory functions of the town relate to one another.  It is understood that this thorough review will take time to complete: in the meantime, the Planning Board is also considering interim measures to address the issue of developing mechanisms to review proposed developments of a scale and/or nature deemed to be inappropriate to the town and very upsetting to its citizens – the issue which led to the Board undertaking the review process in the first place.  The definition of “inappropriate” will clearly require clarification.

Report-Back from Needs Assessment Study  Anne Wallace reported to the Committee on the work of the study committee of the Martha’s Vineyard Commission for the Island-wide Needs Assessment Project.  The project has been approved by all six towns and is now in the process of finalizing an RFP to find a consultant to carry out a 9-month needs-assessment study.
