Present:  James Feiner (Chair), Andrew Goldman, Todd Christy, Sheila Muldauer, William Randol, Marina Lent (Secretary)

Staff hours for the Housing Committee  Jim Feiner noted that an intensive period for the Committee is coming to an end with the completion of the Middle Line Road housing project.  Todd Christy has resigned his duties as a Town employee in order to devote himself to the Chilmark Coffee Company.  Fortunately, he will continue to serve as a member of the Committee.  Marina Lent will act as Committee staff. Jim Feiner reported that the staffing hours for the Committee have been halved, to five hours per week.  The Committee determined that staff time will be used on an “as needed”, hourly basis, up to a maximum of 5 hours per week.  

Future Directions: Discussion   The Committee held a discussion on future work in support of affordable housing.  One issue raised was whether there should be a required minimum of 1 acre for an affordable housing lot.  The 1-acre requirements precludes some viable parcels and unnecessarily complicates others.  The Bylaw could be amended to read “or such mount <1acre as may be approved by the Zoning Board of Appeals.”  This would provide flexibility while ensuring Town oversight.  The Board also discussed an educational letter to homeowners to alert them to possible tax incentives for donating to the Town’s affordable housing trust.

Affordable rental opportunities are another important area for consideration.  This could involve work on Zoning requirements.

Middle Line Road  Todd reported good feedback from residents in Middle Line Road. Small problems are being addressed as they arise.

Housing Authority Representation  Todd Christy will represent the Committee at the Housing Authority.
