Call To Order:
Mr. Christy had not posted the change in meeting time 48 hrs ahead. There was no official meeting.

Discussion:
At the last Housing Committee meeting it had been approved by the committee to recommend to the Board of Selectmen that heirs be allowed to inherit so long as they income qualified up to 200% AMI, while all other restrictions stay in place. Town Counsel was consulted and the issue reviewed. Town Counsel responded that the language of the bylaw refers to Deed Restrictions, not long term Ground Leases. The Bylaw does not directly respond to the language of a Ground Lease, so we do not want to violate the spirit of the bylaw.

The Committee agreed in concept to discuss at a properly posted meeting the issue and to suggest to adding to the warrant for Town Meeting in April.

The discussion also considered if the bylaw was amended, would the change be amended within all standing leases? The committee agreed that sounded fair and the fact that the BOS have a year to finalize the Ground Leases for MLR will help with this timing. It was noted that the recipients of MLR Homesite Lots have to make payment of 20k and sign Ground Lease at the same time to receive a building permit.

Heirs:
What if a recipient is not married, but gets married and dies? As the person who originally qualified for the lot, could he leave the lot to his wife/spouse? Would she have to qualify? This definition of heirs should be included in the Article 6.9, town bylaw.

Discussion on Lottery Procedure
MVC requirement to make 2 of the Lots at MLR up to 100% AMI this would create a multi-pool lottery that would now have 1 applicant outside of Chilmark receive a house lot.
Then there would be a lottery for the actual lots last.

DCRHA:
The Housing Committee would recommend to the BOS that Todd be appointed to the DCRHA as the Chilmark member. This position would be unique as Todd would be both a member of the committee and its administrative assistant. As long as Mr. Goldman could have oversight over the Todd as member/admin then it would appear not to break any bylaw.
        
With no other discussion, the Committee agreed to discuss these issues at the next properly posted and called meeting of the Housing Committee.
