Meeting Minutes

Call To Order:
Mr. Goldman, Chair, called the meeting to order at 4:32 pm.
Meeting Minutes:
Review of Minutes from November 2, 2009 Minutes. Minutes approved as presented.
New Business:
Mr. Hodgkinson presented to the committee an extensive cost estimate for Middle Line Road Rental duplex development. A. M. Fogarty was the estimator used by the town and their reputation at accurate estimating is outstanding. Mr. Hodgkinson described the total money needed and where that money would be coming from;
$600,000.00 appropriated from CPA funds.
$1.4 million bonded by the Town for 15 years @ 4%.
The $2,000,000.00 total budget includes discretionary money totaling near $200,000.00
3 units rented at 80% AMI
3 units rented at 90% AMI
+2% annual rent increase
Mr. Hodgkinson elaborated on how the Construction Advisory Committee has worked hard to design and build responsibly; seeking LEED certification and placing an emphasis on yearly maintenance budgeted so these units last and provide good affordable rentals into the future.
>The Committee thought the presentation by Mr. Hodgkinson was thorough.
> The Housing Committee voted unanimously to recommend continuing the Rental Assistance Program to the CPC.
Questions concerning Lottery procedure and Preferences:
The committee discussed adding a preference that would apply to children who “grew up” in Chilmark. This would add an additional preference for those who have “grown up” in the town of Chilmark, making the total number of possible preferences 4. (Living 5 years or more, working 5 years or more, volunteering 5 years or more and growing up) It was discussed that ‘grow up’ is really an island preference, speaking regionally, as we are trying to establish another preference for children who have spent their childhoods here, going through the school system.
>The committee agreed to consider an additional preference that should include a definition of “growing-up” in Chilmark as a time of ten years or more. The Committee agreed to discuss this issue further after the MLR Lottery.
Administration:
Next CHC meeting is December 21, 2009.
With no other new business to discuss, Mr. Goldman closed the meeting at 5:30 pm.
