Meeting Minutes

Call To Order:
Mr. Goldman, Chair, called the meeting to order at 5:32 pm.

Meeting Minutes:
Review of Minutes from September 21, 2009 Minutes. Minutes approved as presented.

New Business:
Atkinson Homesite:
Mr. Christy informed the committee of the approval by the Zoning Board of Appeals of the Atkinson Homesite Lot. This involved a special permit to make this parcel a Homesite Lot.                              
MLR Discussion:
Personal Assets:
The committee discussed the personal asset qualifications within the Chilmark Homesite Implementation Guidelines. A question had been asked of the committee, if an applicant saving $40k for the down payment on a Homesite lot, which is then only $20k, would that applicant be over asset qualified? (The cost base of a Homesite lot is suggested to be $40k.) The committee discussed this particular situation and agreed that the intention of the asset qualification was not to disqualify those who planned ahead. The committee suggested that each application should be considered on a case-by-case basis and that this was a simple administrative issue. The committee considered a credit for an applicant in this situation of up to the $40k amount. Mr. Goldman suggested that he would be available to review applications if needed.

Cost of Land:
The committee had discussed the Homesite Housing lot Cost base. As stated in the IG, the cost would be $40k. In past discussions, the committee had agreed to reduce this cost to $20k. At this convening of the committee, the cost was again considered and the committee asked Mr. Christy to present the actual development costs, per unit, so a factual amount may be used in the process of ascertaining a “real” cost base for each Homesite lot.
        
CORI reports:
Mr. Christy contacted the Chief of Police about who in Chilmark is qualified to read CORI reports. The States CORI form is submitted to the State and that result sent to a qualified person in Town, in this case, the Chief of Police. The report is an in-depth report of a persons complete criminal history. If there is a negative report, it may be advised the CHC investigate further that applicant. The members present would like to see these reports completed and the results documented in each applicants file.

The next meeting is scheduled for Tuesday, November 2, 2009 @ 4:00pm

With no other new business to discuss, Mr. Goldman closed the meeting at 6:20 pm.
