Chilmark Housing Committee
Meeting Minutes
Monday, August 3, 2009 at 4:30 p.m.

Absent: Tim Lasker, Jim Feiner

Call To Order:
Mr. Goldman, Chair, called the meeting to order at 4:30 p.m.

Meeting Minutes:
There was no meeting on June 1, 2009. No minutes presented.
Review of Minutes from June 15, 2009 Minutes. Approved as presented.

Old Business:
        Mr. Goldman reviewed both the Healy and Atkinson Deed Rider approval process by         the Board of Selectmen and applauded the committee on the work well done.
                        
        MLR Dicsussion:
        The past discussion concerning Middle Line Road Housing Project has involved three of the last CHC meetings and the push is on to present to the Selectmen and the Advisory Construction Committee answers to questions posed in July concerning specific aspects of the development process; including:
        Phasing of Release of Homesite Lots?
        Application availability date?
        Lottery date?
        Cost of lots?
        Tax on dwelling?
        Do Construction guidelines exist?

The Housing Committee discussed the lottery timeline and agreed to keep the Homesite lottery process in sync with the rental construction. Mr. Kluver described the Advisory Construction Committee’s desire to have the Rental Duplex construction done by local contractors, keeping the money on island and the ACC efforts to have a DCAM certification clinic in late August for local contractors, assisting in preparation to bid municipal projects. He also discussed the possibility of the rental project being broken down into 3 separate bids, allowing for smaller local contractors to bid independently. The CHC applauded those efforts to keep this a locally built project.

The CHC discussed the construction of the rentals, stressing the importance of quality in construction and need for proper landscaping. The committee agreed that a draft memo should be crafted and presented to the Selectmen describing the CHC’s position and concerns:
        -Foresight on proper construction
        -Quality of construction will ease in maintenance later
        -Landscaping budget should remain a vital part of process



Questions:
1) The Committee agreed that the housing need is obvious and agreed to release all the Homesite lots at once.

2) Homesite Applications will be made available September 10, 2009 with the hopes of having the Homesite Lottery during the first week of January 2010, possibly the 6-9th. (We will post application availability for two weeks and inform DCRHA)

3) Cost per Homesite Lot; The discussion started by asking what this money was paying for, since the land is town owned and there would be a long term ground lease. $40,000.00 dollars has been the number associated with the cost of a Homesite/Affordable Housing Lot, but after much discussion the committee agreed on a price of $20,000.00. This would help pay for infrastructure development of the site and could be amortized over time.

4) Income qualification for Homesite lots will be available to anyone up to 150% of AMI. This prompted a discussion on heirs being allowed to qualify at 200% AMI to keep a family home.

5) The committee was interested in how long it may take to build a Homesite House as most are constructed with sweat equity. The applicants have one year to pull a building permit and 3 years to complete building, although, due to the possibility that Homesites houses are built with sweat equity, this time may be drawn out a year or two longer.

6) The committee asked about whether or not there were construction guidelines for the Homesites. There are guidelines and there is a design review committee to oversee the Homesite development.
        
DCRHA:
        The meeting scheduled for August 18, 2009 has been cancelled.

Administration:
The Committee Discussed not having a meeting August 17, 2009. With the Labor Day Holiday coming September 7, 2009 there will be no meeting that Monday. In place of the Labor Day meeting, the Committee agreed to meet Monday August 31, 2009.

With no other new business to discuss, Mr. Goldman closed the meeting at 5:30pm.
