Present:  Andy Goldman, Chairman, Zee Gamson, Jim Feiner, William Randol
              and Todd Christy, Administrative Assistant
Absent:  Roland Kluver, Tim Lasker

Call To Order
Mr. Goldman, Chairman, called the meeting to order at 4:35 p.m.

-Mr. Goldman asked to have an attendance of Committee members over the past 12 months.

-It was suggested that the committee speak with Sheila Muldaur about joining the Housing Committee.

Meeting Minutes
The Committee reviewed the January 5, 2009 meeting minutes.
The minutes were approved as amended.

Discussion of Public Hearing

The Chair noted that the only comment from the public had been in disagreement with the proposed amendment on the grounds that it would, or might lessen a developer’s incentive to create an affordable homesite.

Mr. Feiner felt that the developer wouldn’t create such a lot in any event unless the Planning Board made its creation a condition of agreeing to the subdivision. ~

In response to the argument that requiring a lottery eliminated a possible developer incentive to create an affordable lot, Mr. Feiner proposed that the amendment be amended to permit a developer of 2 or more affordable lots to designate Eligible Purchasers for all lots, if any, except the first as to which the Eligible Purchaser would be required to be chosen by lottery.

The Chair stated that notwithstanding~ his disagreement with the amendment, he would draft the proposed change for presentation to the next meeting where, hopefully, with all members present, the matter could be concluded.

Ms. Gamson moved, Mr. Randol seconded, all ayes to approve language changes.

Silliman/Wass Affordable Lot/House
Debra Silliman and Jeff Wass (Applicants involved in the Homesite Lottery) have approached the committee about the process of subdividing a 1.0 acre lot, off of an existing 5.1 acre lot, Map 17, lot 45, as an Affordable Housing lot. They will need to survey the lot, have a well and septic plan and provide access and frontage before bringing definitive plan to the Planning Board and ZBA for review and approval.

All members exclaimed their excitement over the process and result of the Lottery.

The Chair presented the changes proposed by Mr. Rappaport’s office.~ With regard to whether or not a spouse or descendant need be an Eligible Purchaser, the Chair advised the Committee that Mr. Parker felt that in order for such spouse or descendant to take the property they must be an Eligible Purchaser. ~

After discussion when it appeared that Mr. Feiner and Ms. Gamson favored no requirement that a spouse or descendant be an Eligible Purchaser and Mr. Goldman and Mr. Randol favored limiting the use of the Affordable Homesite to Eligible Purchasers, it was determined to table the subject to the next meeting at which, it was hoped, there would be a full attendance of the Committee.


Administration

With no further business to discuss, Mr. Goldman adjourned the meeting at 5:38 p.m.
