Call To Order
Andy Goldman, Chairman, called the meeting to order at 4:34 p.m.
Meeting Minutes
The Committee reviewed the July 21, 2008 meeting minutes. Mr. Feiner made a motion, Mr. Randol seconded and all members present approved the July 21, 2008 meeting minutes.
The Committee reviewed the August 18, 2008 meeting minutes. Ms. Gamson made a motion, Mr. Feiner seconded, and all members present approved the August 18, 2008 meeting minutes.
High Meadow Homesite
The High Meadow Homesite, created through the 5-lot subdivision plan by High Meadow Trust (Bussink/LoRusso/Keene), is now available for lottery. The Committee reviewed the draft advertisement and the tentative lottery timeline. There was a brief discussion concerning what documents to include in the application packet. It was the sense of the Committee that a deed rider summary would be included, rather than the actual deed rider itself. Christina is scheduled to meet with Terri Keech and David Vigneault from the Dukes Country Regional Housing Authority (DCRHA) on Tuesday, September 23, to fine tune the application packet and confirm timeline dates. The Committee will review the final documents, advertisement, and timeline at the October 6, 2008 Housing Committee Meeting. If all looks
good, the advertisement will appear in the October 9, 2008 paper and the application process will begin.
Rental Assistance Program (RAP)
Terri Keech, Dukes County Regional Housing Authority, contacted Christina to inform the Housing Committee of a situation involving a participant of the RAP whose lease agreement is in the process of being renewed. Christina summarized the situation and outlined the two issues of concern. The first issue is that a landlord has requested an increase of rent for her one-bedroom home from $1,200/month to $1,400/month. The Housing Committee could not honor this request, for the reason that the Chilmark Rental Assistance Program Guidelines outline the maximum rent amount for a one-bedroom rental, which is $1,200/month. The second issue pertains to the tenant's employment status. After a brief discussion, the Committee agreed that a provision needs to be added to the RAP guidelines which would
require a participant to work "x" number of hours per week. Mr. Feiner will amend the document and distribute the draft language for the Committee's review at the next meeting.
Designation of a Homesite Lot
The Committee discussed amending the Implementation Guidelines to distinguish the difference between a developer and a private landowner creating a Homesite Lot and how the lot is designated. Mr. Goldman will draft new language to address this concern. Once the Implementation Guidelines are amended and a public hearing has been conducted, the guidelines would need approval by the Board of Selectmen.
Middle Line Road (MLR) Community Housing Program
Mr. Goldman provided an update on the Request For Proposal for MLR. Pope Industries is the potential developer at this time; however, the Board of Selectmen have extended the evaluation deadline which would allow other developers to submit a proposal. Mr. Goldman informed the Committee that Pope Industries deals with modular homes and intends to use this building method for MLR. Mr. Kluver suggested that an architect be involved in the program so the modular homes take on some character. Mr. Kluver will research architects and present the information at our next meeting.
With no further business to discuss, Andy Goldman adjourned the meeting at 6:02 p.m.
