Call To Order
Andy Goldman, Chairman, called the meeting to order at 4:34 p.m.

Meeting Minutes
The meeting minutes of March 17, 2008 were approved as presented.  

Master Plan Update Survey
The Housing Committee reviewed the draft Housing Questions prepared by the Master Plan Update Committee.  There was a general discussion and revisions were made.   Christina will forward the revised material to the Master Plan Update work group.


Chilmark Housing Committee Appointments
Todd Christy regretfully resigned from the committee, due to a scheduling conflict.  In his letter to the committee, he stated he enjoyed participating and looks forward to contributing again in the future.  

The Housing Committee is in need of three members; one Planning Board appointee, one Board of Selectmen appointee and one alternate.  The committee discussed possible volunteers and assigned persons for members to contact and inquire if they are available to participate on the Committee.

Andy Goldman stated that Bill Randol is stepping down as the Housing Committee representative on the Community Preservation Committee (CPC).  Andy is chairman of the
CPC as a representative of the Parks & Rec. Committee.  If there is no Housing member that wishes to fill Bill Randol's seat, Andy will change his representation on the CPC as a Housing representative and consequently, the Parks & Rec. Committee would need to recruit a volunteer to fill the vacant seat.

Middle Line Road Request for Proposal (RFP)
Andy Goldman distributed the draft RFP document for Middle Line Road Community Housing Program.  This document will solicit bids from developers to complete the MLR infrastructure; roads, utilities, wells, and septic systems.  Andy requested members to look it over and provide comments.  The Town would like to advertise for the RFP as soon as possible (early June) so that construction can begin this year.   The Town anticipates a financial gap and this is explained in the RFP.  The Town will need to appropriate

additional funding at a future Special Town Meeting.  Christina will provide a draft Rental Application for review by the Housing Committee.  Once approved, it will be included in the RFP packet.


Housing Applicants
Zee Gamson informed the Committee that the Dukes County Regional Housing Authority (DCRHA) has a waiting list of 337 people for homebuyers and 387 people for rentals.  The majority of these applicants have qualified at 100% AMI or lower.  Zee expressed that the Town needs to take these numbers into consideration when calculating the rental financial reports.  Zee will provide income breakdown on the DCRHA qualified applicants.

With no further business to discuss, Andy Goldman adjourned the meeting at 5:35 p.m.
