Call To Order
Bill Randol, acting chairman, called the meeting to order at 4:34 p.m.

Meeting Minutes
The meeting minutes of January 14, 2008 were approved as presented.
Tim Lasker abstained from the vote.

The meeting minutes of January 23, 2008 were approved as presented.
Tim Lasker and PersonNameTodd Christy abstained from the vote.


Middle addressStreetLine Road Community Housing Program
The members discussed a strategy for the Special Town Meeting.  Middle addressStreetLine Road has three articles on the warrant.  The first article seeks Town approval to purchase the Jaksa lot and the second article seeks Town approval to purchase the Emin/Jenkinson lot.  These two land acquisitions will allow the Town to move the entrance of addressStreetMiddle Line Road to improve sight lines.  The third article seeks Town approval to close the existing entrance of addressStreetMiddle Line Road at the addressStreetTabor House Road intersection and to grant rights for vehicular ingress and egress over addressStreetMiddle Line Road to property owners along addressStreetMiddle Line Road.

The members agreed that the Housing Committee, Planning Board and the Community Preservation Commission should be prepared to speak and/or address any concerns at the Special Town Meeting.  Tim Lasker volunteered to speak on behalf of the Planning Board, if the chairman was unavailable.  It would be beneficial for Andy to speak on behalf of the Housing Committee, and a representative from the Community Preservation Committee could speak on the available funds for this affordable housing opportunity.

Middle addressStreetLine Road Application
The committee discussed the concern of a Homesite recipient applying for a second mortgage.  A deed rider would address this issue.  The members suggested Andy Goldman to look into the legal agreements to ensure this concern is addressed.


Rental Conversion Program
Currently, there are three participants in this program in the Town of placeCityChilmark.  The committee discussed ways to promote the program and suggestions for soliciting homeowner's with guest houses to participate in the program.  The follow ideas were generated through our discussion:
1.  Obtain a listing of property owners with guest houses from the Assessor's Office.
2.  Write a letter to property owners offer suggestions: (PersonNameTodd Christy volunteered to write
    a draft letter.)
    a.  Lease your land.  A qualified applicant would build a home on your land and
         eventually the landowner would get the home.
    b.  Barter.  Invite a qualified applicant to live in a guest house or on the property
          in exchange for taking care of an elder or providing care taking services on the
           property.
    c.  Guest house.  Rent your guest house year round to a qualified applicant.
          (The Town of placeCityChilmark would supplement the monthly affordable rent payment
          so the landlord would receive market value rents.)


With no further business to discuss, Bill Randol adjourned the meeting at 5:30 p.m.
