Andy Goldman, chairman, called the meeting to order at 6:05 p.m.
Meeting Minutes
The review of the January 14, 2008 meeting minutes were postponed.

Site Plan: PersonNameDavid Handlin presented the site plan for the Middle Line Road Community Housing Program. This plan meets the landscaping requests of the placeMartha's Vineyard Commission as well as the Planning Board. The plan denotes 3,000 square feet of lawn area and green screening along the east side of the property.
Floor Plan: David showed the committee two types of floor plans for the rental units. The six rental units will consist of two - 2-bedroom units (1968 square feet each) and one - 3-bedroom / 1-bedroom unit (1944 square feet). Each rental will have a basement with access from the outside only. The basement in not intended for habitable space and will not be heated.
Energy Efficiency: David spoke about design guidelines that would make the homes more energy efficient, such as south facing homes and photovoltaic panels. David's design guidelines are based on items to achieve the highest level of Leadership in Energy and Environmental Design (LEED) certification and using quality products to ensure long-term stability. The Request for Proposal (RFP) will include specific LEED specifications. LEED items may have a high upfront cost, but David to provide the payback for each item.
Universal Design: David informed us that although a project of this size does not warrant a unit to be handicapped accessible, a rental unit could easily be converted to a handicap accessible unit. (ie: a ramp could easily be added to one of the units.) The committee felt it would be good to have one unit handicapped accessible and would like to explore this possibility.
Design Guidelines for Homesite: David will provide guidelines for the homesites to ensure a similar feel within the MLR community. These guidelines will also help the homeowner to stay within the maximum resale price of their affordable home.
Cost Estimate: David provided a cost estimate for the rental units, which included an additional 40% charge for location of the program. David informed us that the average square footage (sf) rate for an affordable house is approximately $200/sf. These numbers will be fine tuned as we get closer to the construction phase of the program.
The Housing Committee thanked PersonNameDavid Handlin for taking the time to attend the meeting and for his presentation of the addressStreetMiddle Line Road plans. The committee is grateful for his work on this program.
