Housing Committee Minutes 12/17/07

                                      Monday, December 17, 2007 at 4:30 p.m.

Call To Order
In the absence of Andy Goldman, Bill Randol presided as acting chairman and called the meeting to order at 4:35 p.m.

Meeting Minutes
The Meeting Minutes of December 3, 2007 were approved as amended.

PersonNameDavid Handlin, Architect
PersonNameDavid Handlin was scheduled to attend this meeting and review designs of the Rental Units for Middle Line Road Community Housing Program; however, Mr. Handlin was unable to be present.  The committee postponed this discussion and asked Christina to contact Mr. Handlin and reschedule the meeting.

FY09 Budget
The committee finalized the FY09 Budget worksheet and Tim made a motion, Todd seconded and all members voted to approve the following changes:
1. Increase Professional Development by $300.00, which brings the total
   allowance to $800.00, in anticipation of members and/or Administrative Assistant
   attending workshops.
2. Increase Advertising by $400.00, which brings the total allowance
    to $1,200.00, in preparation for advertising public hearings for affordable housing
    opportunities (ie: Middle Line Road Community Housing Program, Turner Lots, and
   Bussink Subdivision)
3. Increase Postage by $400.00, which brings the total allowance to $500.00,
   in preparation for upcoming housing projects.
4.  No change to Office Supplies, which is set at $300.00.
5.  Housing Assessment - PersonNameDavid Vigneault, from the Dukes County Regional Housing
    Authority, will provide this number.
6.  Administrative Assistant Salary:  The COLA data was not available for this evening's meeting.  The committee's approval was contingent on the increase of the Administrative Assistant's salary for the remainder of  FY08 retroactive from December 1, 2007, and asks that the budget worksheet reflect this request.  Christina will complete the worksheet upon receipt of the numbers, as well as insert the COLA data when available.



Bussink Homesite Lot
Tim informed the Committee that the Planning Board approved the Bussink Subdivision Plan, which creates a Homesite lot.  Once the applicant files the plan with placePlaceNameaddressStreetLand Court and the Registry of Deeds, the lot can be released.  In preparation for this housing opportunity, Christina will put together a generic Homesite application and will provide a copy to the committee for review.


Other Sources of Affordable Housing
The Committee discussed the concept of affordable housing on sub-sized lots.
Jim suggested approaching property owners with a parcel of land less than the minimum lot size to propose building an affordable house on it.  Zee proposed talking with the Planning Board to suggest the idea of reviewing such applications on a case-by-case basis or perhaps creating an amendment to the zoning bylaw allowing sub-sized lots for affordable housing.  The current bylaw states that a Homesite lot may be less than three acres but not less than one acre.  The committee agreed it would be very beneficial to hold a joint meeting with the Zoning Board of Appeals and the Planning Board and brainstorm ideas.  The committee will discuss and schedule a meeting at future date.


Town Report
Zee will draft the Housing Committee letter for the 2007 Town Report.


With no further business to discuss, Bill adjourned the meeting at 5:10 p.m.
