Housing Committee Minutes 10/15/07

Call To Order
Andy called the meeting to order at 4:40 p.m.

Meeting Minutes
A motion was made, seconded and all members voted to approve the meeting minutes of October 1, 2007 as amended.  

Turner Lots (Land swap between Town/Land Bank/Hillman)
The committee discussed the agreement between the Town, Land Bank and the Hillman family.  Andy read aloud the thank you letter to Frank Fenner from the Housing Committee.  All members agreed it was appropriate to recognize Frank's role in the production of this agreement.  The committee approved sending the letter.

The Board of Selectmen received an inquiry from an abutter of the proposed affordable housing lots.  This inquiry involved Housing related questions and PersonNameTim Carroll forwarded to Christina to answer.  The committee reviewed the questions and answers and Christina will forward this information to the Board of Selectmen in preparation for their Public Hearing on October 23, 2007.

Homesite Application
The committee discussed the Criminal Offender Record Information (CORI).  Christina presented the following information:
1.  At this time, there is no nationwide CORI check.  Our CORI check would be for
    StateplaceMassachusetts only.
2.  The CHC needs to have a Certified Reviewer.  
3.  CHC needs to have an Appeals Board.
4.  SORI is an entirely separate unit.  Arraignments in criminal court will show up on
     the CORI, including a sexual offense charge.

The committee agreed to have Christina become the Certified Reviewer, but acknowledged that a back up reviewer is necessary.  The committee also agreed to sign an Agreement of Non-Disclosure (AOND) form and participate on the Appeals Board.  

The proposed CORI request form and CORI policy, which is based on the Dukes County Regional Housing Authority's (DCRHA) policy, was reviewed by the committee.  Andy will call PersonNameTerri Keech at the DCRHA and ask the following questions pertaining to the Mandatory Disqualification in the CORI Policy;
      1)  No. 2 states "any involvement in drug ….".  Question:  "any involvement" is too
           vague.  Should this be more specific?
     2)  No. 3 states "any sex offense at any time in the criminal record."  
           Question:  Is there no time limit set for this?  Should there be one?
Special Town Meeting
The "Turner Lots" land swap agreement will have three articles on the warrant for the Special Town Meeting on October 29, 2007 at 7:30 p.m.  Article 11 asks for approval to authorize the Selectmen to exchange the properties, Article 12 asks for approval to authorize the Board of Selectmen to file a Home Rule Petition to adopt legislation for this land swap, and Article 13 asks to appropriate $45,000 to pay for the develop costs of the four (4) proposed affordable housing lots off South Road.  The members plan to attend this meeting.

Administration
Christina distributed a copy of the Joint Housing Meeting Minutes from the placeMartha's Vineyard Commission to each member.

With no further business to discuss, Andy adjourned the meeting at 5:25 p.m.
