Housing Committee Minutes 07/02/07

Call To Order
Mr. Goldman called the meeting to order at 4:35 p.m.

Minutes
The Minutes of May 23, 2007 were approved unanimously as submitted.  

Middle addressStreetLine Road (MLR)
The Committee discussed the placeMartha's Vineyard Commission's (MVC) decision on the Middle Line Road Community Housing Form B Subdivision.  The MVC voted 11-1 in favor of the Plan.  On Thursday, July 5, the MVC will meet to approve the MLR Written Decision.  

Homesite Application
Andy will schedule a meeting with Ron Rappaport to review all the legal documents pertaining to the Middle Line Road Homesite Housing Application.  These documents will include the Homesite and Rental Implementation Guidelines and the Ground Lease Agreement.

Other Sources of Affordable Housing
Jim Feiner discussed the possibility of obtaining a house for affordable housing.  The owners of the Broschiet house, located on Turtle Cove, are offering this home to anyone who can take it away.  The Committee determined it might be too difficult to move.

The Committee members discussed the following affordable housing ideas:

1.  Peaked Hill Property:   The Committee discussed the possible use of this land for
    affordable housing and came up with a few questions, "How much land does the
    Town own?" and "Does the Town have a plan to use this property?"  The members
     decided to speak with PersonNameTim Carroll regarding these questions.

2.  Delinquent Tax Parcels:  There are two (2) parcels of land on addressStreetKings Highway
     (Map 12, Lots 21 & 23) that are in addressStreetLand Court.  Christina will follow up with
     PersonNamePolly McDowell every few months and provide a status report on these properties.

3.  Engley Property:  There has been no progress in determining whether or not this
     property may be used for affordable housing.  Zee will talk with PersonNameTim Carroll.

4.  Tax Incentives:  The Committee discussed the possibility of providing estate planning
    tax incentives to property owners who might designate a portion of their land for
    affordable housing.  Zee will contact Philippe Jordi for a name of an estate lawyer.

With no further business to discuss, the meeting was adjourned at 5:45 p.m.
