Chilmark Housing Committee
                                                        Meeting Minutes
                                        Wednesday, May 23, 2007 @ 4:30 p.m.

                                        

Present: Andy Goldman, Chairman; Zee Gamson, Jim Feiner, Bill Randol and  
             Christina Soulagnet, Administrative Assistant
Absent:  Tim Lasker


The meeting began at 4:40 p.m.

The HC members began with a discussion of the Planning Board's Cont. Public Hearing meeting on Monday, May 21.  Andy and Jim highlighted the issues of the meeting for Bill and Zee, who were unable to attend.  The Planning Board discussed their concerns about the Middle Line Road Community Housing Program, which included the access road issue, the nitrogen loading limits and the abutters.  The Planning Board noted that they will contact the Board of Health to request additional information regarding alternative septic systems.  The Planning Board closed the Public Hearing for MLR on Monday evening and is awaiting the decision of the MVC in order to vote on the MLR Form B.  The MVC Cont. Public Hearing for MLR is on Thursday, May 21, 2007.

Homesite Application Packet
Zee brought the committee up to date by describing the evolution of the Application Packet.  She and Molly Flender created the original application for the Homesite Housing Program.  It has now been revised for use with the Middle Line Road Community Housing Program, although it will be applicable to other projects.

Cover Letter Corrections:  
1.  The Board of Selectmen (not CHC) will assist Dukes County Regional
    Housing Authority (DCRHA) with the lottery.
2.  Homesite Lottery winners will be asked to sign Ground Lease Agreements.  
3.  A Community Association Agreement will be included in the packet.

Application Packet Corrections:
        1.  Part I, 6a.  Take out vehicle registration as a proof of residency in Chilmark.
        2.  Part I, 6b.   Change "can" to "may"
        3.  Part I, 6c. Change "should" to "shall"
        4.  Part I, Pg. 3   Add:  Name of Co-Applicant __________(if applicable).  
     Required to submit a completed application packet.
5.  Part I,  Pg. 4, 7.   Add:  Length of Employment _______
6.  Part I, Pg. 4, 8.  Add:  Other persons over 18 years of age intending to live
               with the applicant must submit documents for review by the DCRHA.
7.  Part I, Pg. 5, 9.  Omit step 9 and renumber the remaining steps (10 - 13).
8.  Part I, Pg. 6  Omit question 13 (Are you or family member on the HC?)
        9.  Part II   Add, "Name of Applicant ___________"

Appeals Process Sheet
This document will be changed to Notification Process Information.
The wording will be corrected to indicate that qualification review of Part I is performed by the CHC and qualification review of Part II is performed by DCRHA.  The appeals will be processed by the Board of Selectman.  Christina will call David Vigneault to confirm the appeal process.

Lottery Timeline
Andy asked if we need to advertise for the lottery?  Christina will inquiry with David Vigneault if this step in the process is necessary.

CORI (Criminal Offender Record Information)
This document is being created.  Christina is working with Tim Carroll, who will be providing information needed to produce this form.

MOU (Memo of Understanding)
A revised W. Tisbury version was given to Andy for his modifications.  

MLR Association Agreement
Christina gave a copy of the Middle Line Road Association Road Agreement dated October 28, 1985 to Andy for his consideration.  A copy of W. Tisbury's Road Agreement as an example was also provided.

The Committee members agreed that Christina will make corrections and Zee will proofread the final version of the Application Packet.

Implementation Guidelines & Ground Lease Agreement
Andy informed the committee that the Implementation Guidelines and the Ground Lease Agreement were sent to Ron Rappaport for his opinion.  These documents were sent to him in March, and we are still waiting to hear from him.  Andy asked the Board of Selectmen if they could contact Mr. Rappaport.

Steve Schwab's Letter
The Housing Committee received a copy of Steve Schwab's letter to the Planning Board informing the Board that he does not wish to be considered for another appointment to the Chilmark Housing Committee.  Andy will send a letter to Steve thanking him for his years of service.

Minutes
The Minutes of March 19, 2007 were approved as amended.

The meeting was adjourned at 6:00 pm.
