Housing Committee Minutes
January 4, 2006

Present:        Steve Schwab, Chair,  William Randol,  Andy Goldman, Jim Feiner, Russell Walton (sec'y. pro tem.)
Absent:            Josh Scott, Zee Gamson - attending birth ?, Deb Cini- on her way to the Sandwich Isles
Public:             Perry Ambulos - State Board of Ethics has not yet acted, but is expected to be favorable

Call to Order:
Mr. Schwab opened the meeting at 7:33p.m.

Minutes:
The minutes of December 7, 2005 were approved, with one typo.

Cioffi Deed Rider:
The Cioffi Deed Rider was originally approved October 19, 2005, was amended at the request of the selectmen and sent back to them, with a covering letter.  At their last meeting, the Selectmen made another amendment, signed the resulting document, and handed it to Mr. Cioffi. This was taken to the Registry of Deeds directly.  The Housing Committee was asked to pass a ratifying vote, as the CHC is, by the bylaw, supposed to approve any deed rider. After brief discussion, approval was voted; a letter to the Selectmen is to be written confirming this.  

Guidelines:
Version VII of the Implementation Guidelines was passed out (in the members' packets) and was discussed for some minutes.  A few changes were made, but the members felt unprepared to discuss and amend the Guidelines without reading them beforehand.        
The Committee voted to take the Guidelines home and to defer further discussion to the next meeting.

Application:
There was a brief discussion of the Application form. This also is to be read at home and discussed at the next meeting.  There was a consensus that the financial information should be separated from the personal, so that the individual can be screened by the Committee based on length of residence, Town service, etc. It was felt that the applicants' financial information should not be exposed to public examination any more than needed.

Correspondence:
Steve Schwab received a "Certificate of Successful Completion" to certify attendance at the Affordable Housing seminar held in New Bedford on December 2, 2005.



Next Meeting/ Schedule:
There was a discussion of the schedule and the potential conflicts with the Finance Advisory Committee - especially as affecting Bill Randol.  After discussion it was decided to shift the January 18th meeting to Tuesday, January 24th, partly because that will be after the closing of the Middle Line RFP.
It was noted that the Finance Advisory Committee meeting of February 1st will include the Housing Committee's budget- members were urged to attend.
