Call to Order:
Mr. Schwab opened the meeting at 7:30p.m.
Minutes:
The minutes of November 16, 2005 were approved as written.
Budget:
The Committee voted to request an increase for the Administrative Assistant
from 10 hours per week to 12 hours per week. The Committee also requested an
increase in professional development from 0 to $800.00. Motion to approve
the budget with the increase passed unanimously.
Cioffi Deed Rider:
The Cioffi Deed Rider was originally approved October 19, 2005. The Board of
Selectmen were notified and invited to this meeting. Mr. Schwab addressed
the Committee with the following concerns:
This document was approved before.
Should the committee reverse its decision only when the reason is important
enough to greatly affect the town?
Or change it only when the Committee feels that no great change is being
made and the applicant will not be adversely affected by the change.
It is hearsay that at least one selectmen will not vote to approve the
mortgage unless this deed rider is revised. Will the applicant be harmed if
the CHC does not reverse its previous approval?
Will reversing a former decision at the demand of another individual, with
no explanation, for a reason of undetermined importance, using perceived
threats of inconvenience to an applicant, result in dangerous precedence?
The Committee does not wish to establish the precedent of amending a
document which has already been approved. However, the CHC does not wish to
hold up the process any further.
Mr. and Mrs. Cioffi stated they would like approval of this deed rider. The
delay has increased the mortgage interest rate and they are anxious to close
and start building before the ground hardens further. Mr. Cioffi requested a
letter asking the Board of Selectmen sign the Deed Rider prior to December
20th meeting. Ms. Cini drafted the letter and the CHC signed it at the
meeting. A motion was made to approve the Deed Rider with the changes in
Red. Motion carried unanimously.
Middle Line Road RFP:
The MLR RFP has been published in the Gazette and the closing date is
January 20, 2006.
Identifying Other Properties for Affordable Housing
Ms. Gamson offered to write a letter to the Selectmen, with a copy to the
Planning Board, about the need for their help in identifying affordable
housing opportunities on town-owned land and on privately-owned land.
Guidelines:
Ms. Gamson reviewed the Implementation Guidelines as amended from last
meeting. The Committee reviewed the remainder of the Guidelines and changes
were suggested. The Guidelines are still under review and under review and
require additional discussion and amending before final approval, after
which the document will be presented to the Board of Selectmen for
consideration.
