Housing Committee Minutes
November 14, 2005

Town Hall
Present: Steve Schwab, Chair, Zelda Gamson, Jim Feiner, Steve Gallas, Bill Randol, Andy Goldman, Deborah Cini, Administrative Assistant.
Call to Order:
Mr. Schwab opened the meeting at 7:30p.m.
Minutes:
The minutes of November 2, 2005 were approved as written.
Implementation Guidelines:
Ms. Gamson reviewed the amendments to the Guidelines since last meeting. The amended Implementation Guidelines were reviewed and changes were recommended. Ms. Cini will amend the document for the Committee to review and readdress at its next meeting.
Rental Conversion Program Funding:
FY07 Budget time is here. The CPC requires funding requests for Annual Town Meeting by November 18, 2005. The Committee voted unanimously to approve funding the RCP for a total amount of $55,000.00 for FY07.
Middle Line Funds:
The committee discussed the possibility of requesting more CPA funds for the Middle Line Road project. After much discussion the Committee decided to not appropriate any more CPA funds in addition to the $212,000.00 already appropriated.
The New Capital Improvement Ordinance:
The Board of Selectmen has created a new committee composed of one member of the Board of Selectmen, two members of the Finance Advisory Committee, and two members at-large. The Town Accountant, Town Treasurer and Executive Secretary shall be ex-officio Committee staff members without the right to vote. The Committee will study proposed capital projects and improvements involving major non-recurring tangible assets and projects. For a full explanation of the Committee see the town website.
Homeport:
The Board of Selectmen is meeting with the Finance Advisory Committee tomorrow night to discuss the acquisition of the Homeport property in Menemsha. The Town is being requested to appropriate $3.9 Million dollars for the purchase of the property.
