Housing Committee Meeting
May 25, 2005
7:30p.m.
Town Hall

Present: Steve Schwab, Steve Gallas, Zelda Gamson, Jim Feiner, Josh Scott, and Deborah Cini.

Steve Schwab opened the meeting at 7:35p.m.

Minutes of May 11, 2005 were approved as written.

A bill from Dukes County Regional Housing Authority were approved and signed in the amount of $2736.75. This is for the Rental Conversion Program.

Planning Board and FINCOM meeting updates. The Housing Committee needs to coordinate with both boards.

The past joint meeting/public hearing of CPC, Housing Committee and the Board of Selectmen ran well. There were many people who attended, though not as many as the two previous public hearings.  Several were very vocal about the number, wording and order of the warrant articles.

The committee reviewed the warrant articles. There was some concern about whether Article 1 was placed appropriately.  Steve Schwab will introduce an amendment to Article 1 to bring it in line with the plan intermingling rental and home ownership units.

Each member agreed to be prepared to speak at the STM about various topics. In preparation, Steve Gallas and Debbie Cini said they would prepare a list of articles and the town meeting dates they were voted in support of affordable housing and Middle Line. These should include but are not limited to passing the CPA, the Homesite Zoning Bylaw, cluster siting, allowance for renting guesthouses for people eligible for affordable housing,, funding for the feasibility study for Middle Line, other funding articles for the use of CPA funds for affordable housing, the taking of clay rights, etc.

Materials to distribute at the STM were discussed.  There will be a revised Q&A along with a revised cover letter, both of which were distributed at the Annual Town Meeting. Jim Feiner and Zee Gamson will work on revising the Q&A, which Jim wrote for the ATM, and Zee Gamson, who wrote the cover letter for the ATM, will revise it.
