Present: Bill Randol, Zelda Gamson, Steve Gallas, Jim Feiner, Thaw Malin, and Deborah Cini.

The minutes from March 30, 2005 and April 13, 2005 were reviewed and edited pending Steve Schwab's review.

The schedule for the next public discussion for the Middle Line Road project was scheduled for May 25, 2005. Joint meetings with BOS, FINCOM, Planning Board and CPC were discussed. Bill Randol offered to be the representative to FINCOM and the CPC in preparation for STM; he is a member of both committees. Jim Feiner offered to be the representative to the Board of Selectmen and the Planning Board. Zee said she would fill in as needed, depending on her schedule. Deb Cini will obtain meeting dates for these boards and a time line for the Special Town Meeting from Tim Carroll.

The Committee feels that public education of the project is crucial to its development. Letters to the editor are going to be started by Jim Feiner and Zee Gamson followed by other committee members. The plan is going to be published in the local papers. The packets distributed at ATM are going to be placed on the town website and will continue to be available to the public. Inquiries made from reporters are going to be directed to Steve Schwab.

In preparation for the all rental argument the committee agreed that they would need to review the history in detail about Peaked Hill. Also the committee agreed that they would need to know what land is owned by the town and for what purpose. The youth lot applicants and the Homesite applicants should be made aware of the STM and should be in attendance.  The argument in favor of the six Homesites and six rentals is supported by the survey that was circulated to the voters last August. The survey showed 2/3rds in favor of mixed use of the site. Factors in favor of mixed use are the pride of ownership, increased children in the Chilmark School, and population participation in the town.  Zee said she would list the arguments for six rental and six Homesites, with additions to be offered by other committee members.

The committee agreed to schedule a meeting just on the lottery procedure and the Homesite guidelines after the STM. There is a need to clarify the procedure and to update the guidelines.

Bill Randol has agreed to be the representative to the CPC as Molly's replacement. Zee has agreed to replace Molly on the Dukes County Regional Housing Authority.
