Housing Committee Meeting Minutes
February 16, 2005
7:30p.m.
Present: Steve Schwab, Zelda Gamson, Jim Feiner, Thaw Malin, Max Hart- MV Gazette, Diane Emin- Abutter, Jeannie Pierson and Deborah Cini
Steve Schwab opened the meeting opened at 7:50p.m.
The minutes from January 31, 2005 were approved as is.
The committee wished to extend its thanks and appreciation to Jeannie Pierson for her interest in affordable housing.
The bill from South Mountain Company in the amount of $2,764.96 was voted on an approved.
Update from the FINCOM meeting. Everything went well and Deb Cini checked with Tim Carroll and was informed that so far the committee had no objections to the two hour increase in the housing committee administrative assistant position.
The committee then voted to approve the $40.00 bill from the Vineyard Gazette.
The Housing Committee was sent a letter from the CPC requesting a representative from the Housing Committee. The matter was table until all members of the committee could be present.
South Mountain Company came before the committee presenting its Draft Final Presentation. The update from South Mountain Company in reference to the Planning Board meeting was that the town has access for the traveled way on Middle Line Road. The town claimed the right of way via eminent domain in 2002. Also the land would have to be presented as a Form C subdivision to the Planning Board. The finances would be discussed at a future date. It was inquired how much money was available in CPA funds for the Middle Line Road project. Deborah stated that she would ask Chuck Hodgkinson.
The presentation consisted of two plans. One plan illustrated one acre lots and rental units separate. The other plan clustered the homesites with rentals. The idea is shared wells and shared septic. South Mountain Company proposes one well and one septic for each cluster. This would avoid a community water system that would create problems for the development.
Steve Schwab read the letter from Blair and Diane Emin into the minutes. (See attached) Diane stated that she wrote the letter as a catalyst to get people talking about Peaked Hill and developing housing up there.
The meeting was adjourned at 9:30p.m.
