Historical Commission Minutes 07/17/18

Present for the Historical Commission and attending the meeting were:  Jane Slater, Chairman, John Flender, Steve McGhee, Lenny Jason, Barbara Armstrong and Chuck Hodgkinson.  Michael Barclay also attended.  Jim Malkin did not attend.

Ms. Slater opened the meeting at 4:02 PM.

Michael Barclay for Jared Stamell; 146 Quenames Rd.; Map 23 Lot 7:   Review renovation plans and an addition for the historic house.

Master Plan # 54:  Samuel T. Hancock-Russell Hancock-Frank house, 1842, Quenames.  In the Hancock family until recently.

Mr. Barclay explained the house was struck by lightning last year and the owner wants to renovate the house and bring it up to building code specifications while repairing the damage.  The kitchen wing and bunkhouse were added in mid-1900.  The proposed changes were summarized as follows:

  • All windows will be replaced with larger windows (longer).  They will remain as six over six panes.
  • The entry way will be restored.  
  • The kitchen wing will be expanded to square it off.
  • Eight feet will be added to the higher, two-story gable end of the house and it will match the existing roof ridge height of approximately 24 feet 6 inches.
  • Two porches will be added – one with an elevated deck and one with a covered roof.
  • The proposed dormers were shifted with an asymmetrical design – one with two lights and one with three.
The Commission commented that the original ¾ cape is being converted to a full cape.  They also recommended changing the dormer design so they have a symmetrical appearance – both with two lights.  Mr. Barclay agreed.

After further discussion a motion was made to approve the changes as presented except the dormer design which will be changed to two dormers each with two lights.  The design is consistent with the architectural character of the house.  The motion was seconded and with no further discussion passed unanimously with five in favor.

Other topics not anticipated by the Chair:  Mr. Jason reminded the request from Duncan Caldwell to perform a minor archaeological survey near the road on the property located at 387 Middle Road (September 14, 2017 meeting).  The site is under significant construction as the new owners are building a new house.  Mr. Jason pointed out the land between the stone wall and Middle Road is town land and recommended permission be given to Mr. Caldwell to perform his survey in this area.  Chuck H. will contact Mr. Caldwell and ask him to send a letter to the Historical Commission seeking permission to survey this specific area.

Historical Commission recognition:  Ms. Slater asked the members to think of potential candidates for recognition by the Commission for significant efforts done to preserve elements of the Town’s history.

Administration:  The May 15, 2018 meeting minutes were reviewed and approved as presented with three in favor and two abstentions (Mr. Jason and Ms. Armstrong).

The next meeting will be Tuesday, August 21, 2018 @ 4:00 PM.  

With no further business the meeting adjourned at 4:25 PM.
