Historical Commission Minutes 11/15/16

Present for the Historical Commission and attending the meeting were:  Jane Slater, Chair,    Steve McGhee, Lenny Jason, Jim Malkin and Chuck Hodgkinson.  Alex Bushe, Kathy Huang, Love Ablan and Harriette Poole-Otteson also attended.  John Flender, Steve Flanders and Barbara Armstrong did not attend.

The meeting came to order at 4:00 PM.

Discussion documentary film producer Alex Bushe:  Mr. Bushe thanked the Commission for its time and introduced his production crew.  He explained that he is producing a documentary film on the history of Nomansland and reviewed the results of his research thus far.  He then asked if the Historical Commission would allow him to film a portion of its meeting while answering several questions he would like to ask about Nomansland.  There were no objections.  The Commission invited Ms. Poole-Otteson to join them at the table to add her perspective on the island’s historical significance to Chilmark.  A sound and lighting check was tested and the camera started rolling.  After approximately 20 minutes of filming Mr. Bushe called it a wrap.  He thanked everyone for their cooperation, insight and candor.  He said he will send several discs of the finished film to the Commission.

Mid-20th century houses:  Review the Assessors list of houses built in the 1950’s and 1960’s.  The Commission agreed to defer this discussion to the next meeting.

Catherine Fuller’s Design to replicate a pre-1850’s Chilmark Colonial home on               Map 30 Lot 53:  Chuck H. shared the elevations and photos of the pre-1850’s Chilmark Colonial House that Erik Blake and Caty Fuller would like to build on Map 30 Lot 53.  He added they owners are on the December 14 ZBA agenda for the needed Special Permit.  He also said  the Site Review Committee thought this was a good replica and asked Caty and Erik to consider adding a central chimney as in the original.  After brief discussion the Historical Commission agreed with the Site Review Committee’s suggestions and thought this is also a good replica of a pre-1850’s Colonial house.  A motion was made to send a letter to the property owners expressing the Historical Commission’s appreciation of the proposed design and that it is a good replication of a pre-1850’s Chilmark Colonial house.  The motion was seconded.  In discussion it was further agreed to recommend the central chimney and urge the owners to have a plaque installed on the property commemorating the site as the location of the Great House circa 1735 – at the Historical Commission’s expense.  The motion came to a vote and passed unanimously with four in favor.  The Commission asked Chuck H. to send a letter to the Board of Appeals and owners expressing its approval with the additional recommendations.

Administration:  The October 18, 2016 meeting minutes were reviewed and approved as presented by consensus.

Draft FY 2018 Historical Commission budget:  Chuck H. shared a draft FY 2018 budget for the Historical Commission.  After brief discussion a motion was made to approve the budget as presented.  The motion was seconded and unanimously approved with four in favor.


$1,215 invoice; Morgan Stone & Landscape; Original Town Hall plaque:  Chuck H. shared the invoice from Morgan Stone & Landscape for clearing the brush in front of this stone wall on Middle Road; transporting and the stone to Alan Gowell in Edgartown to have the plaque manufactured and installed in the stone;  re-installing the stone in the stone wall.  The estimate was $1,500.  A motion was made to approve the invoice as presented.  The motion was seconded and unanimously approved with four in favor.

The next meeting will be Tuesday, January 17, 2017 @ 4:00 PM.  

With no further business the meeting adjourned at 4:55 PM.
