Present for the Historical Commission and attending the meeting were: Jane Slater, Chairman, Lenny Jason, Steve McGhee, John Flender, Jim Malkin and Chuck Hodgkinson. Steve Flanders and Barbara Armstrong were absent.
The meeting came to order at 5:00 PM. Ms. Slater welcomed Jim Malkin to the Commission.
PETER RODEGAST FOR JACK TAYLOR; 21 Squibnocket Rd.; Map 35 Lot 24: Mr. Rodegast explained the Vytlacil house (Master Plan Historic Resource # 34: “Captain Hilliard Mayhew-Vytlacil house; 18th century, west side Squibnocket Road”) was sold to Jack Taylor. He would like to present the plans to renovate and expand the existing historic house and studio addition. He reviewed the plans. After much discussion the Commission provided the following direction that will in its opinion preserve the historic character of the original structure.
The chimney will be removed; the windows will be close to the original locations and sizes. One window will be added on the east and south elevations and two windows and a door will be added to the west elevation. The blue storm door(s) will be replicated and remain blue. The exterior will have cedar shingles with white trim. The roof will be made of recycled materials and designed to imitate a cedar shingle or slate stone roof. At a minimum, a stone veneer will be added to the visible foundation on the east and south sides—that are in public view. Also, at a minimum, the new windows on the east and south sides will be double-hung with six over six panes. The roof ridge height will not exceed 18 feet above mean natural grade on the historic building and the ridge height for the
studio will not exceed its current height. It was also suggested that Mr. Rodegast contact Randy Jardin of the Wampanoag Tribe before excavation commences. A motion was made and seconded to formally recommend this direction. With no further discussion the motion passed unanimously with five in favor. Chuck H. will send a letter outlining the agreements.
MIDDLE ROAD STONE WALL RESTORATION: Chuck H. said this is a follow up to the last meeting. There is a stone wall hidden by brush overgrowth on the north side of Middle Road with an opening in the center. This opening was the location of a previous Chilmark Town Hall that was built in 1844. The property owner was contacted and is delighted with the project and is in complete support.
He then reviewed the following two quotes for the stone work. Both include the cost to deliver one stone to Alan Gowell in Edgartown to manufacture and install a bronze plaque commemorating the site. The stone will then be picked up and installed in the wall.

- Creating and installing bronze plaque: 10” X 6” $ 980
16” X 12” $1,440
After brief discussion a motion was made to award the stone work to Morgan Stone and Landscape and to move forward with the 16” X 12” bronze plaque. The motion was seconded. In discussion the Commission agreed to draft the copy for the bronze plaque at the March 15th meeting. The motion came to a vote and passed unanimously with five in favor.
2015 ANNUAL REPORT: The draft annual report was reviewed. A motion was made and seconded to approve the report with minor changes. The motion passed unanimously with five in favor.
ADMINISTRATION: The November 10, 2015 meeting minutes were reviewed and approved as presented by consensus.
There will be no February meeting. The next regular meeting will take place on March 15, 2016 @ 5:00 PM.
With no further business the meeting adjourned at 6:00 PM.
