Also Present:  Chris Alley, Reid Silva, Alison Manning, David White

Block, 3 Carey Rise (19-61)  Chris Alley presented a proposed septic tie-in of proposed semi-attached bedroom which was approved by the Board.

Weston-Howland III, 16 Shotnaigher Lane (34-1.6) Chris Alley presented well construction permit application prepared by Island Water Source which does not require variances and was approved by the Board.

Weston-Howland III Signal Hill Lane (34-1.5)  Chris Alley presented well construction permit application prepared by Island Water Source which does not require variances and was approved by the Board.

The Yard, (26-91)   Reid Silva discussed a septic system upgrade plan for The Yard, located on Middle Road opposite Beetlebung Farm. The effect of the proposal, which is part of a major reconstruction of the entire campus, will mean moving from the current capacity of 1,510 gallons of untreated flow, to ca. 1,800 gallons of flow treated within a denitrification system.  Added capacity to the property will be 1 bedroom, 20 theatre seats, and an office space.

The Board noted that the current system has a variance.  The Board also felt that it would be far preferable, given heavy traffic on the site, to move the force main out of the roadway away from the travel lane, and expressed concerns about the possibility of intensification of use of this fragile property.

The Board decided to continue its deliberation on this proposal to assess information  which will be forthcoming from the MV Commission review of the site.  Proposed use plans will be provided to the Board.

Brown, 35 Turtle Cove (14-11)  The Board noted that the property line adjustment has been completed and approved the septic construction permit.

Menemsha Water Company  The Board took note of a non-compliance notice and repeat violator determination for this system from Mass DEP, and asked Marina Lent to look into steps taken to address the State requirements for this important water system.

Short Term Rental Tax:  Marina Lent reported on discussions regarding a review of options for nitrogen reduction to be funded by a 2.75% short term rental tax specifically for Cape and Islands towns.  Chilmark has the option to join a fund for this purpose, and Marina Lent will work with Warren Doty and Tim Carroll to prepare information to help the town with its decision.
