Menemsha Deli  The Board reviewed a draft facilities plan and Plan Review presented by Cybele McCormick.  The Board noted that the review remains incomplete, and asked to see the following at its next scheduled meeting on April 4th:
  • A to-scale plan of the interior, with proposed equipment in place
  • Specifications for the equipment
  • Demonstrate adequate refrigeration capacity for the proposed menu and food-delivery schedule;
  • Drying rack for ware-washing areas;
  • Demonstrate protocols for using the warewash sink for food prep as found in the Food Code and provide citation;
  • Demonstrate screen doors and tile floor in food prep area.
Poole, 10 Basin Road (27.1-109)   The Board reviewed an observation well permit application for five observation wells on Everett Poole’s property at the Chandlery. The Board noted that the wells were installed prior to approval, but felt that, as these were temporary monitoring wells, this lapse of procedure could be excused.  The Board approved the permit application, and stipulated that the observation wells are to be promptly and properly abandoned when they have served their intended purpose.

5 Shepherd’s Path (25-116)  The Board reviewed a septic system upgrade proposed by Chris Alley but will hold off on approval of the plan until the sale and transfer inspection, showing failure of the existing system, has been received by the BOH office.  If the system is a failed system, the upgrade will not require a hearing.  If it is not failed, a public hearing will have to be held in order to approve the plan as presented.

Public Nursing Contract FY’19:  The Board reviewed a draft RFP for public nursing services in FY’19 and asked Marina Lent to supply proposed numbers of persons served under the 1990s contract with the Visiting Nurse Services agency.

Hornblower, 51 Squibnocket Farm Road, (35-1.3)   The Board addressed a renovation plan for this property and asked for:
  • Septic inspection
  • Demonstrate how one bedroom on the 1st floor of the barn will be decommissioned
  • Septic tie-in plan for  the proposed renovation
  • Explanation of the planned use of the property
  • Maximum Bedroom capacity that can be supported on this lot under Chilmark BOH regulations.
King, 20 Mayhew Lane (21-55, 56, 57)  The septic plan revision prepared by Reid Silva no longer provides for an improvement in separation to property line.  The Board asked that Reid Silva provide a letter from the abutters demonstrating their acceptance of the plan as proposed.  A previous plan was approved by the Board on 1/3/2018 without a public hearing, due to the fact that the proposed upgrade was a significant improvement over the existing system.  Following a major architectural plan change, the proposed location for the septic system components have been changed, and no longer improve setbacks from those of the previous system.  The Board felt that waiving the requirement for a public hearing will require written confirmation of acceptance from the affected abutter.  The Board postponed consideration of the proposed revised septic plan.
