Minutes of November 2, 2016 were approved with amendment.  

Simons, 9 Rhythm Road (7-1.2)  Chris Alley presented a proposed septic system upgrade and expansion of a four bedroom system to accommodate six bedrooms.  The existing leach field was ex-and-fill with a 10’ overdig.  Existing trenches will be removed, along with any compromised soils, and replaced with new trenches.  The Board approved the proposed plan.

Flanders, 00 Flanders Lane (26-31.2) Chris Alley presented a septic system construction plan revision which does not require variances.  The Board approved the revised plan.

Allen, Allen Farm (25-20.1) Ned Posin presented a well permit application prepared by Kent Healy which does not require variances.  The Board approved the application.

Lee, 1 Clam Point Cove Road (33-120)  Reid Silva proposed a septic system upgrade for a main and guest house which had two systems installed in 1998.  A new 1,500 gallon tank will be installed, and the existing 1,000 gallon tank repurposed as a pump chamber.  Reid Silva requested a variance to allow a “shared” system between guest and main house, despite the fact that the two systems do not meet separation requirements (300’ separation between leach fields).   A bedroom count conducted in 2012 showed 6 bedrooms in the Main house, however, an additional space which qualifies as a bedroom was subsequently built in the basement.  The Board declined approval of the proposal, pending an updated bedroom count.

Rodell, 1 Spud Road (16-5)  The Board approved the proposed well permit application submitted by Reid Silva, which does not require variances.

Murphy, 88 Murphy Road (6-4.1)   The Board noted that a planned renovation to add a screened in porch to the house at 88 Murphy Road does not add to the existing bedroom count.  Marina Lent reported a site visit where she counted four existing bedrooms.  The existing septic system has a four-bedroom capacity.

Emerson, 35 North Road (3-9),  The Board continued a public hearing on a septic system upgrade proposed by George Sourati. The Board noted that there appears to be a well requiring a variance which was not addressed in a letter from the owner of the dwelling served by the well, which the Board customarily requires in order to approve a well separation variance.  The hearing was continued pending receipt of the letter.

Food Products for sale in Menemsha:  The Board discussed communication from the Parks and Recreation Committee to lease-holders on Basin Road regarding food items to be permitted for sale under the terms of the lease.  The Board recounted the history of the Basin Road lease lots, which were originally intended as seafood retail stores, with no RTE component, and gradually expanded to include a narrow selection of seafood-related RTE meals, such as steamers or lobsters, and has over time crept ever closer to a restaurant-menu.   The Board is aware that its role is to address the safety of food service as defined in the US Food Code and Massachusetts regulations.  The Board also noted that wastewater disposal and access to restrooms sets strict limits on the range and complexity of food preparation that can safely be carried out on-site. The expansion in product-line, particularly of RTE foods, seems to be continuing to stretch what is possible within these limits.  The Board asked Marina to formulate a memo to the Parks and Rec Committee, conveying its sense that the current facilities are not adequate to support expansion of RTE offerings.

Chilmark School PWS: Marina Lent reported to the Board that the water at the Chilmark School has tested positive for total coliform bacteria, although no e Coli (intestinal) bacteria were found.  A thorough assessment of the system will be conducted to remediate these results.
