Minutes of October 19, 2016 were approved.  

Eddy, 20 Eddy Farm Road (25-7.7)   Katie Carroll reported on a conversation with Josh Flanders regarding a proposed renovation of a three-bedroom house which is currently served by a four-bedroom system, built in the 1990s, that passed a Title 5 inspection conducted by Vineyard Land Surveying on 11/2/2016.  Katie Carroll approved the proposed renovation, which will add one bedroom and expand the dining area over the porch.

Aronoff, 76 Menemsha Inn Road (21-33)   The Board decided that the proposed septic system upgrade and house renovation presented by Chris Alley will not require a public hearing, since it does not result in any increases to variances previously approved by the Board, with increased separations to wetlands, from 91’ to 109’, based on wetland flagging of the property conducted by Doug Cooper in 2016.

Septage Hauler Permit Matthew Parker came before the Board to request a Septage Hauler license to pump in the Town of Chilmark.  Mr. Parker is a 6-year employee of the Edgartown Wastewater Treatment plant, and has worked closely with Jay Araujo (Jay’s Septic) and the Cape Cod SCORE program in the process of preparing to open a septage hauler business.  The Board invited Mr. Parker to submit an application to the Health Department for approval.

Public Hearing 5:33pm
Emerson, 35 North Road (3-9)   The public hearing was opened at 5:33pm.  George Sourati presented renovation plans and a septic system upgrade proposal. The proposed plan requires the following variances from Title 5: to reduce the required distance from a soil absorption system to a cellar wall from 20’ to 11’;  to reduce the required distance from a soil absorption system to the locus private water supply well from 100’ to 51’.  Variances required from BOH Regulations are as follows:  to  reduce the leach field to property line separation from 30’ to 18’; to reduce the leachfield to well separation from 150’ to 51’ (locus well) and 103’ and 116’ (abutters on A.P. 3-8 and 3-10, respectively).

The Board continued the hearing to its meeting of 11/16, and asked that letters be provided acknowledging that the well-septic separations requested under this plan are less than the 150’ required by Chilmark BOH Regulations.

Englert, 31 Flanders Lane (26-29)  George Sourati presented a septic plan revision which will add a FAST treatment unit to the main house, and restrict the guest house to summer use only.  Should the owners wish to winterize the guest house, they will need to put forward a proposal for enhanced nitrogen treatment on this sensitive property.

Menemsha Master Plan—The Board made a number of recommendations to add to the discussion being held by the Planning Board on updating the Menemsha Master Plan.  

Bath House:
  • Add urinals to the men’s room;
  • Add a foot-rinse tap outside (cold water, press-button, not continuous flow);
  • Move the showers outside to create an additional stall in the women’s room and make space for urinals in the men’s room.
Trash:  seek additional ways to reduce trash (such as the very welcome plastic bag ban)
  • No straws;
  • Reduced packaging;
  • Give bags only if the customer requests one;
  • Do not put out napkin dispensers for “self-serve”
  • Enforce “carry-in/carry-out” rules.
Beach:  enforce the NO DOGS ALLOWED during the summer season when the beach is open as a bathing beach

Tour Vans:  either enforce a tour bus ban, or, at a minimum, inform tour buses of a “carry-in/carry-out” policy which will be strictly enforced.

Public Safety:  The walkway is very successful!  
  • Push the parking lot back 5-10’ to improve traffic flow (in keeping with current plan to not create any increase in available parking) and add a minimally-invasive walkway to the corner by the Bite.
Public Information/Education:  
  • Work with Police to have traffic officers direct pedestrians to the walkway and to enforce the dogs-on-beach ban.
  • Put up an information board at the restrooms/bathhouse for general information—examples: Tick-borne illness prevention, carry-in/carry-out information, mosquito prevention and more
  • Bring back the “Keep Menemsha Clean” sticker campaign!
Invoices:  The Board approved the following invoices for payment:

  • MVRD Municipal waste CBT  $ 141.62
  • MVRD Quarterly Drop-Off Contract  $7,543.15
  • VNA-CC September 2016 $361.25
