Minutes of September 7, 2016 were approved with amendments.
Mayhew, 225 State Road (33-122) The Board acknowledged receipt of a septic system repair permit application from Doug Cooper to patch a tank leaking at the seam. The Board asked that Doug Cooper bring a sketch and describe the proposed repair at the next scheduled meeting.
Englert, 31 Flanders Lane (26-29) George Sourati discussed the proposed septic system upgrade plan approved by the Board on 6/15/2016, in light of the Conservation Commission order of conditions to install advanced treatment. The ConCom order was subsequently rescinded by a vote, and the decision of whether to reopen the public hearing held on this proposal to require advanced treatment or not is left to the Board of Health.
George Sourati explained that the prospective owner proposes to winterize the main house, but has no immediate plans for that house to be occupied year-‘round. The Board noted that the original presentation of the plans for this property appeared to make it very clear that only seasonal occupancy was under consideration. In the course of the discussion it was suggested that a revised plan could be submitted for enhanced treatment for any house that is to be winterized.
New Property MV LLC 34 Brickyard Road (9-2.1) Reid Silva presented a septic plan revision to add a proposed maintenance shed with bathroom, a one-bedroom garage, and a cabana to the proposed plan, resulting in a total of 12 bedrooms. The Board approved the proposed plan, with the addition of adding a line to the proposed pump chamber. The permit will be held pending receipt of a revised plan reflecting these changes.
Town Water Use Restrictions: The Board suggested that Marina Lent send the DEP Guidance on Water Conservation and Emergency Planning to town properties using irrigation.
Menemsha Wastewater update: The Board reviewed reports submitted by Doug Cooper on the condition of the Harbor pumpout and Menemsha Bath House. The Board looks forward to discussing these and the Coast Guard Station Menemsha Title 5 Official Inspection Report’s “conditional pass” at its next scheduled meeting.
Marina Vacation dates: Marina reported that she hopes to take vacation time from November 3-18, 2016, following the conclusion of the UMass rural clerkship addressing substance abuse and addiction on MV.
