Minutes of June 15, 2016 were approved.
Rodell, 1 Spud Row, (16-5) Reid Silva presented a septic plan revision to move the proposed tank and pump chamber to the other side of the building. The revision does not require variances, and was approved by the Board.
Plaikins, 36 Middle Road (7-54) Reid Silva presented a plan for a septic upgrade to replace a failed cesspool. He reported that he had done soil observation holes as recorded on the plan; however, Marina Lent had been on vacation and none of the other soil evaluators had been available to witness. He reported the soils as usable but not good, and that the system has been designed for 15 min/inch, for a Presby sand bed. The Board reviewed the plan and approved it as presented on the condition that an additional, witnessed test hole will be dug at installation to confirm soils.
Marcus, 81 Cobbs Hill Road (11-26.3) Chris Alley provided a corrected septic plan revision, showing that groundwater was not found in test holes; the Board approved the septic plan.
Nevin, 17 Oyster Lane (11-54.2) The Board approved a septic system construction permit application submitted by Chris Alley to serve a proposed four-bedroom dwelling. The Board noted that a well permit application is expected prior to septic system installation.
Kaplan/Frolin, 35 Larsen Lane (27.1-34,35, 227) Chris Alley presented proposed renovation plans for a house with a three-bedroom septic system. The Board felt that septic capacity is adequate, provided that there are currently only two bedrooms in the dwelling, and asked Marina Lent to confirm the existing number of bedrooms before indicating Board approval of the renovation plans.

Malkin, 10 Tilton Cove Way (25-124) The Board resumed its public hearing on a septic system construction permit application for a guest house on the property that requires variances from Chilmark BOH regulations. There is a total of six bedrooms on the property: three in the main house, one detached bedroom and two in the proposed guest house. The Board discussed whether, given the proximity of the property to the pond, consideration had been given to the installation of a composting toilet or other nitrogen-mitigating system. The owners noted that nitrogen-mitigation is considerably more expensive and that it is not a town requirement equally shared by all in the coastal districts or in the town.
The Board noted that the existing Main House is currently served by a leaching pit, and that a system is already approved, but not installed. The Board felt that, since the Main house system is a leaching pit adjacent to a wetland and is even closer to the pond than the proposed guest house system, an improvement would be achieved by building a single system at the guest house that is large enough to serve the entire property, which can be hooked up when the existing system serving the main house has reached the end of its life. The Board approved the application, pending receipt of a revised system plan.
Benefit, 14 Quansoo Road (11-29.4A) The Board approved a well permit application revision submitted by John Clarke which does not require variances. Island Water Source will drill a well in the immediate vicinity of the well location previously approved.
Siegel, (25-121) The Board noted with satisfaction that a Bioclere Operation & Maintenance Agreement has been received. The beach sticker embargo on this property has now been lifted, and the Board looks forward to reviewing the inspection and maintenance report for this system.
Broscheidt/Feinberg, 16 Turtle Cove (14-14) The Board approved a replacement well permit.
Straight, 30 Shadbush Hollow (11-3) The Board reviewed renovation plans and noted that they are within the capacity of the septic system.
Curran, 5 Dirt Road (20-14) Marina Lent brought to the Board’s attention that, although a FAST system was installed, and a preliminary as-built inspection was conducted on February 21, 2014, there is no Operation & Maintenance contract on file. The Health Department is thus unable to issue Certificate of Compliance. The Board asked Marina Lent to write a letter to the owners to notify them of this requirement.
Rivera, 88 Quenames (17-21.1) The Board reviewed a renovation plan for the property. With the proposed “decommissioning” of one of the existing bedrooms which is currently used as a study, the renovation plan appears within the capacity of the existing system. The Board will require that the function of the leachfield be assessed.
Englert, 31 Flanders Lane (26-29) The Board noted that the Conservation Commission had ordered a denitrification system as a condition for its approval. The Board of Health had not been made aware of this condition when it approved the proposed septic system presented by George Sourati at its public hearings of June 1 and 15, 2016. The Board noted that it will be necessary for the plan to go back before the Conservation Commission for review, and asked that the Health Department be informed of the date of that ConCom meeting.
Chilmark Road Race, The Board approved the plan submitted for sanitary arrangements at the Chilmark Road Race, which will take place on 8/13/2016.
Menemsha Master Plan: The Board decided to invite representatives of the Chilmark Planning Board to review topics of mutual interest in the fall. The Board looks forward to the Master Plan review process.
