Minutes of June 1, 2016 approved.

Upcoming Meeting Schedule  The Board determined that two of its three members will be unable to attend the scheduled meeting of July 6th, and therefore decided that the July 6th meeting will be cancelled for lack of a quorum.  The next regularly-scheduled meeting of the Board will be on July 22, 2016.

Green, High Mark (26-67)  The Board reviewed a well permit construction application submitted by Island Water Source.  The application did not require variances, and was approved by the Board.

Taylor, 5 Homeward Way (20-95.3)   The Board approved a proposed well construction permit application with the note that the well location must be staked at 30’ from the property line.

Taylor, 5 Homeward Way (20-95.3)  The Board reviewed a septic system construction application prepared by Reid Silva for a proposed four bedroom house plus one-bedroom studio.  The leaching system, which does not require variances from BOH Regulations, will be a Presby system installed on a slope.  The Board set as a condition of approval that the installer must present a Presby-installer certification, and must meet with the engineer to discuss the installation prior to commencement of the job.  The Board approved the application.

Siegel, 30 Osprey Lane (25-121)  The Board felt that in light of complete lack of response to its letter sent to the owners of the BioClere septic system in June 2015, the owners should be informed that the town will not issue a Beach Permit to this property until the operation and maintenance of this system is being performed in accordance with Title 5 and Chilmark BOH Regulations.

Plaikins, 36 Middle Road (7-54)  Reid Silva requested permission for an out-of-season perc at the property which has a failed cesspool.  The Board approved the request.

Chinoy, 31 Flanders Lane (26-29)~ The Board continued its consideration of a proposed septic system upgrade.  George Sourati prepared a revised plan which requires the following variances from Title 5:  to reduce the required separation between septic tank and pump chamber from a private water supply well from 50’ to 30’ and 31’, respectively; to reduce the required distance from a leaching field to a bordering vegetated wetland from 50’ to 44’; to reduce the required distance from a leaching field to sureface waters from 50’ to 48’; to allow the reduction of the required subsurface disposal area by 14.3% from 330gpd to 283gpd.

The system also requires the following variances from Chilmark BOH Regulations:  to reduce the required distance from a leaching system to a property line from 30’ to 16’;  to reduce the required distance from a leaching system to a watercourse (wetland) form 150’ to 44’;  to reduce the required distance from a leaching system to a watercourse (pond) from 150’ to 48’;  to reduce the required distance from a septic tank and pump chamber to a well from 50’ to 30’ and 31’ respectively; to reduce the required distance from a leaching field to a well from 150’ to 109’(26-29) and 122’ (26-23);  to reduce the required distance from a leaching system to neighboring leaching system from 300’ to 121’.  
  
George Sourati noted that the leach field separation to the abutter Simonsen’s well has been maximized to the greatest extent possible. The interested prospective buyer of the property, Mr. Englert, stated that his family intends to conduct mainly interior renovations, rather than engaging in new construction on the fragile site.

The Board approved  the proposed plan as revised, contingent on receipt of an updated plan, and on pressure test to be conducted on the sewer line running below the stream, use of Class 150 pipe; and use of one-piece tanks preferable if feasible to install.

Malkin, 10 Tilton Cove Way (25-124) public hearing opened and continued to July 22nd, 2016

Marcus, Cobbs Hill Road (11-26.3) The Board noted that test hole findings of groundwater show that there is insufficient clearance to groundwater, and denied the proposed septic system construction permit application.

Friedberg, 1 Azalea Lane (29-5)   The Board noted that the Title 5 Official Inspection Report of 5/10/2016 shows the following failure criteria:  backup of sewage into facility or system component due to overloaded or clogged SAS; discharge or ponding of effluent to the ground surface; static liquid level in the d-box above outlet invert due to overloaded SAS.  The Board asked Marina Lent to write a registered letter to the owner, requiring system upgrade within 90 days.

VNA Contract FY’17  The Board renewed its contract with the Vineyard Nursing Association of Cape Cod for public nursing services in FY’17.  The Board noted considerable under-spending of this line item in FY’16, and will ensure that funding is used for appropriate public health services in FY’17.

Invoices:  The Board approved the following invoices for payment:

  • VNA-CC January 2016 $212.50
  • Menemsha Porta-Pottie $437.50
