Malkin, 10 Tilton Cove Road (25-124) The Board reviewed a septic system construction plan to serve a proposed two-bedroom guest house. The plan, which was prepared by Chris Alley, does require variances from BOH separation requirements in the Coastal District. The Board asked Marina Lent to look into the Board’s previous consideration of this proposal, when it had seemed that it would be possible to construct a system in compliance with Chilmark BOH Regulations, and decided to hold a public hearing on this proposed system at its meeting on June 15th.
The Bite Karen Flynn, Shawna Brown and Sivana Brown came before the Board to discuss requirements for the 2016 Food Establishment Permit for the Bite. Currently, none of the regular operators of the establishment has a valid serve safe certification. The Board felt that, if Shawna and Sivana Brown get the serve safe certification on June 6th as proposed, it will satisfy requirements. The Board agreed that Marina Lent will conduct the pre-operation inspection prior to the Memorial Day weekend.
Residential Kitchen Jamie O’Gorman came to the Board with a Plan Review application for a residential kitchen at 142 Quenames Road. She proposes to sell individually-wrapped baked goods at a table near the beach gate, and is looking into the possibility of providing cold drinks, such as homemade iced tea, in a nearby food stand. The Board noted that residential kitchen, non-PHF baked goods are quite straightforward and easy to approve; drinks would have to be in single-use cups with a snap-on lid, so as not to imply any shelf-life for the product. Marina Lent will conduct a food establishment inspection and go over specific requirements prior to a permit being issued.

Homeport Restaurant The Board discussed requirements for operation and maintenance of the FAST system at the Homeport Restaurant. The Board noted that the system has not received ongoing maintenance, and asked Marina Lent to write a letter ordering the establishment to contract with an operator who is licensed to service this unit by June 20th.
Beach Plum Inn The Board took note of the inspection report presented by Marina Lent following the pre-opening inspection of 5/18/2016 which showed the need for structural repairs to replace the trim under the eves in the back door garbage-storage area. The Board asked Marina Lent to write a letter ordering these repairs be made within two weeks.
The Board also asked to have Shane Tank, of Premier Chef Services, come to the Board at its next scheduled meeting for further discussion of his planned use of the BPI kitchen during the 2016 season.
Perc Season: Based on the height of the water table as evidenced in the Beetlebung Corner pond, the Board decided to continue the perc season for two more weeks, and to close the season on June 1, 2016.
Recreational Camp for Children: Marina Lent informed the Board of a planned MVFF Film-making camp at the Chilmark School, and stated she is working closely with organizers to fulfill State requirements for Recreational Camps for Children.
Substance Abuse initiatives: Jan Buhrman updated the Board on the ongoing work in the community to address the issue of substance abuse, which has reached crisis proportions on the Island. She noted that a group is meeting to plan a community forum to develop concrete plans to create an integrated, broad-based response to the public health crisis of addiction, from effective prevention in childhood, through to intervention, treatment and recovery for those affected and their families.
