Khedouri, 10 Harbor Hill Road (27.1-101) Josh Scott presented a septic construction repair permit application which will involve moving a plastic, 500-gallon “tight tank”, storing it temporarily while home repairs are conducted, and hooking it back up.
The Board also reviewed a Title 5 Inspection report on the system which is a conditional pass, since the tight tank did not have the required pumping contract, and the alarm had been inactivated. The inspection report, dated 1/12/2015, notes that “the tank requires immediate pumping to avoid overflow into harbor.” The tank was pumped out 9/17/2015 per BOH records.
The Board requested a more thorough description of the proposed work by an engineer or sanitarian, specifically with respect to achieving correct elevation and secure hook-up including the pump. This description should be written out in sufficient detail to fully guide the person conducting the removal and re-installation.
Lurie, 2 Gosnolds Way (14-1.2A) The Board reviewed a septic plan revision prepared by Chris Alley. The revision involves the placement of a pump chamber and vent at the end of the leaching field. The Board approved the revision.
Shapiro, 20 Quitsa Lane (33-39) Reid Silva presented a well replacement plan revision, showing a proposed new well at the same distance from the property line as the previous well. The Board approved the permit application, contingent upon receipt of a letter from the property owner acknowledging that the separation of the leaching facility to the locus well is less than required by Chilmark BOH regulations.
Eisner, 4 Old North Road (26-121) Reid Silva presented a septic system construction plan application to upgrade a 6-bedroom septic system. The system will serve a main house and a guest house, which requires that two fully-compliant systems be demonstrated. The plan, which shows two fully-compliant systems and does not require variances, was approved by the Board.
Feiner, 80 Beach Plum Road (21-72) Reid Silva came before the Board to discuss a septic system upgrade to a system serving a three-bedroom house and separated office space with presumed 1-bedroom flow requirements. The upgrade on the somewhat restricted lot will require variances, and the Board determined that a public hearing will be required, and will take place at 5:30pm on January 6th.
Syslo, 4 Lobster Lane, (17-14) The Board noted receipt of an Immediate Response Action Plan I, from Bennett Environmental Associates, regarding clean-up following an oil spill on the property.
MV Savings Bank, 517 South Road (30-96): Reid Silva presented a proposed septic system upgrade for a failed cesspool on the site. Use of the property will remain the same following the upgrade. The Board noted that an emergency upgrade which does not require an increase in flow will not require a public hearing for review and approval. Challenging soils and high groundwater constrain options on the site, and the proposed upgrade requires the following variances: Leaching area to well separation: 150’ required, 119’ proposed; leaching area to wetland: 150’ required, 83’ proposed; and leaching area to groundwater separation: 5’ required, 4’ proposed. The Board required engineer inspection of soils prior to placement of fill, and approved the proposed plan.
Menemsha Bath House: The Board noted that the town is in the process of reviewing options to upgrade or replace the bath house on Basin Road, which receives extremely intensive use during the summer season. The Board noted that the septic system must be simple and easy to maintain, and that water-reducing strategies, including installation of urinals, would appear to be a prudent move.
