Minutes of September 2, 2015 approved.

Breuer 5 Lovey’s Cove Road (33-124)  The Board reviewed a Title 5 Official System Inspection Report prepared by Douglas Cooper, RS, which was given a conditional pass due to a steel septic tank, which, per Title 5, must be structurally sound and certified as less than 20 years old in order to pass inspection.  The tank in question is indubitably older, although inspector Douglas Cooper confirmed that the tank appears to be sound and not leaking at this time.  Chris Alley has already initiated an upgrade for the system with an out-of-season perc test conducted on September 11, 2015 and witnessed by Chilmark BOH Administrator Marina Lent.

Chris Alley stated that the owners are requesting an extension on the required system upgrade of two years, since they intend to stay at the property next summer, and then to replace the dwelling.  They hope to have a finalized building plan that would allow system upgrade by fall 2016, but in case of delays, they are requesting a mandatory upgrade deadline after the end of the 2017 summer season.

The Board decided to grant a one-year deadline for the system upgrade, to be initiated at the end of the 2016 summer season, and noted that, should additional time be required, the owners could come to the Board at that time to request an extension.

Randall, 22 Blackberry Lane (7-3.1)   The Board approved a well replacement permit which does not require variances.  The old well, which appears to be in groundwater, will be rendered inaccessible.

Dale, 8 Georgiana’s Way (17-23.5)  Frank Daly came before the Board for a preliminary discussion on a septic system upgrade and to request an out-of-season perc test for an upgrade of a 1995 septic system.  The Board noted that soil data from that installation was obtained during the perc season, showing no groundwater present.  The Board approved an out-of-season perc test for the property, and suggested that the well would provide an approximate groundwater level estimate.

Flu Clinic 2015 update  Marina Lent updated the Board on plans for the 2015 Flu Clinic run by Island Health Agents.  This year, the clinics will not be run as an Emergency Dispensing Site drill, which means that there is no need for staging areas or substantial involvement of island first response departments as was done in the past: there will be two clinics, on September 30th and October 6th, at the High School cafeteria.  Vaccinations will be given to all persons over 6 months of age.  Clients are asked to bring insurance information with them; however, nobody will be turned away, regardless of insurance status.

Caton, 11 Ridge Hill Road, Nab’s Corner (11-46)  The Board reviewed a house plan submitted by Gerald Caton, and determined that the bedroom count is within the four-bedroom capacity of the approved septic system.

Dental Clinics FY’16:  Marina Lent reported on the 2015 Dental Clinics, which, for the first time, served income-eligible adults in addition to age-qualified residents.  Two up-Island clinics were held at the Howes House, and a total of 5 Chilmark residents received the oral exam and cleaning of teeth and/or dentures, and fluoride treatment.  The Board approved holding a similar program for the coming year, and suggested more active recruitment of Chilmark residents for this important service.

BOH Regulations:  The Board reviewed its regulations, which Marina Lent is in the process of entering into digital format.  Matt Poole noted that a short section on variances to any of the Board’s regulations would be helpful.  The Board’s provision for granting variances is currently only in relation to septic systems.  

Homeport Septic System:  Marina Lent mentioned that a number of people had noted a strong smell of sewage in the area, especially in early morning hours.  The Board asked that Marina Lent follow up with the establishment for an off-season review of septic system maintenance requirements, as this I/A FAST system is under regular scheduled reporting requirements.
