Perc Season The Board decided that the perc season is now closed.
Sands, 4 Austin Pasture Road (33-85) Russell Maloney, caretaker for the property, addressed the Board regarding a Title 5 Official Inspection Report which designates the system as one which requires further evaluation by BOH. Reviewing the system plan on file, the Board determined that the system meets failure criteria. The Board will require that the owner decommission the privy, replace the septic tank to create a 50’ separation from the drinking water well, either remove entirely or pump out and fill the old tank, lining it with a membrane; re-route the laundry-waste water to the septic tank; and provide a water test from the drinking water at the end of June. The owner can come to the Board to request an extension to the 45-day period required by the Board to complete this
work, provided that the water test is negative for potentially harmful bacteria.
Larsen, 2 Menemsha Crossroad (26-100) Kent Healy presented a well construction permit application for consideration by the Board. The Board approved the plan, requiring that the well be moved to a location which achieves the required 150’ separation from the leaching pit required by Chilmark BOH regulations. An updated plan must be provided to the BOH office showing the staked location of the well.
Kent Healy presented a septic system construction permit application for consideration by the Board. The Board reviewed the plan, and recommended that the system be installed within 180 days. The Board also noted that a hearing will be required unless the applicant is able to provide a letter from abutter Julie Flanders acknowledging that the separation to property line falls short of the 30’ separation required by Chilmark BOH regulations.
Goldberg, 97 Pasture Road (20-47.13) The Board rejected a septic system construction permit application prepared by George Sourati, stating that the ejector pump must be separated from the drinking water well by > 50’.
Chinoy, 31 Flanders Lane (26-29) request for out-of-season perc test (George Sourati)
Wilmot, Brickyard Road (9-9.25) The Board asked for an update.
Caterer’s Permits Jan Buhrman did not participate in this discussion. The Board noted receipt of a HACCP plan to address food-safe catering for the Beach Plum Inn and Homeport submitted by Josh Aronie. The Board asked that Josh attend its next meeting, and intends to review the plan and forward questions as they arise for discussion and resolution at its next meeting on June 3rd.
Tea Lane Caterer, 8B Clambelly Road (7-64.2) The Board noted that the ware washing plan review will have to be held at its next meeting on June 3rd, since Dee Smith, owner of the Tea Lane Caterer, was unable to attend. The Board will instruct Marina Lent that the food establishment permit for the 2015 season cannot be issued prior to that date, and is contingent on completion of the plan review at that time.
VNA of Cape Cod The Board approved a FY’16 Public Nursing contract with the VNA of Cape Cod. The Board will attempt to reach out to Chilmark residents to identify those that may be interested in and eligible for public nursing services provided by the Board.
Squibnocket District: The Board discussed which pesticides and herbicides could be permitted for use in the Squibnocket District, and reviewed a number of substances identified by landscaper Josh Scott. The Board decided to review a list of approved organic pesticides and herbicides used by Vineyard Golf at its next meeting.
Menemsha Beach: A bathing water testing variance for Menemsha Beach was approved by the Department of Environmental Protection, allowing for monthly, rather than weekly testing-schedule this summer.
