Minutes of February 4, 2015 adopted.

Sica, 86 Gosnolds Way (14-29) Form C Subdivision:  Reid Silva presented a new Form C subdivision plan for a planned subdivision. A form C was previously approved by the Board in 1991.  There are no changes to the proposal which would affect the well or septic capabilities of the proposed parcels; the Board approved the proposed Form C Subdivision.

Brookside Realty Trust, 489 South Road (30-98)  Reid Silva presented a proposed septic system tie-in for the bunkhouse on the property.  The Board approved the proposal, noting that the 1-acre property cannot support any more than four bedrooms.

Howland, 94 Menemsha Crossroad (26-63) The Board reviewed a septic plan revision to spare a tree which improves most separations on this property from those adopted 1/21/2015.  The Board approved the revision.

Weis, 76 Old Farm Road (7-19)  Jan Buhrman recused herself from the discussion, as the owner is a relative.  Reid Silva discussed with the Board options for seeking soils on the property which would allow for the demonstration of two compliant septic systems to permit the construction of a Main House on the property.  The Guest House was constructed in the late 90s.  Reid Silva suggested that a well drilling rig could be used to identify the require 3’ soils.  The Board felt that such preliminary observation holes would have to be limited to a depth at which a standard deep observation hole could be dug, to about 30’.   

Farm Stand Permit requirements:  The Board discussed the appropriate terms and fee for farm stands which go beyond the sale of “by-right” farm products allowed for unlicensed on-farm sales, namely, uncut fruits and vegetable, unpasteurized honey and eggs held at > 45 deg.F.  The Board determined that a fee of $15 is appropriate for a simple “farm-stand permit” and asked Marina Lent to outline farm stand requirements as discussed by the Board.

LDO – grazing plan proposal:  Marina Lent presented a proposal developed by Josh Scott following a pilot program earlier in the winter.  Matt Poole noted that any landfill vegetation management plan needs to fulfill State requirements, and the Board asked Marina Lent to work with MVRD Director Don Hatch to determine whether the proposed plan meets these requirements.

Review of Innovative/Alternative Systems in Chilmark:  The Board reviewed the 27 I/A systems and 10 Tight Tank disposal systems in Chilmark and asked Marina Lent to follow up with property owners whose maintenance and inspection records are incomplete.

Bennett, 16 South Road (11-20) Official Title 5 Inspection Report -- passes

Temporary Food Event Permits were issued to MVFF, Robert Lionette, CCC/Morning Glory kitchen, 3/19-3/22 2015 and the Slow Food Farmer’s Brunch, Jan Buhrman, CCC/Kitchen Porch 3/15

Invoices:  The Board approved the following invoice for payment:

  • VNA January 2015  $318.75
  • MVRD SEMASS Transportation $1,161.85
  • Fertilizer Safety Certificate Course, $85 reimburse Marina Lent
