Minutes of December 18, 2014 adopted.
Lee, 21 Lake Road (35-3.3) David Damroth presented a septic system upgrade application prepared by Chris Alley. The existing system consists of two cesspools in series, which would be abandoned and upgraded to accommodate a total of 11 bedrooms. The waterline will need to be replaced, and the Board stipulated that it cannot cross the septic line. Soils are adequate with groundwater at 60”, which will require an ex-and-fill. The Board approved the application.
(20-28) Chris Alley discussed using past perc tests on a property up for sale. The Board accepts the 1997 test holes for the purposes of the sale, and stipulated that when the time comes to design a septic system, an additional test hole will be required.
Tully, 5 Redwing Road (25-110) The Board reviewed renovation plans produced by Jamie Weisman, and discussed the existing septic system with Chris Alley. The Board of Health suggested that soil observations be conducted at the site to get a better sense of the available options.
Howland, 94 Menemsha Crossroad (26-63) Katie Carroll opened a public hearing at 5:42pm on a septic system upgrade proposal presented by Reid Silva which will require variances to Chilmark Board of Health Regulations as follows: leaching system to locus well 101’ (150’ required); leaching system to Teel well 101’ (150’ required); leaching system to property line 5’ (30’ required). The Board made use of the “Rule of Necessity” for its decision on this application, as Matthew Poole is an abutter of the property in question. Derick Teal who owns the abutting parcel to the north was present and noted that, after providing "as built" information to the system designer describing the location of the well on the parcel his family owns, he does not object to the system layout as
proposed.~ It was noted by everyone familiar with the area that there is strong evidence that groundwater flow is toward the southwest which is away from the Teal well.~
The Board approved the proposed upgrade with three conditions: 1) receipt of a letter from the property owner acknowledging that the separation to the drinking water well is less than what is required under Chilmark BOH Regulations; 2) the property line to the abutting Kuhn lot must be staked and marked to protect the Kuhn system which is located near the property line, and 3) if there are baffles in the existing 1,000 gallon tank, they must be knocked off.
Herman, 91 Gosnold’s Way (14-31) Reid Silva presented a septic system construction application to tie in from a proposed 2-bedroom guest house to the system serving the existing 4-bedroom main house. The existing leach-field will be expanded to accommodate the additional flow. The Board approved the proposal, on the condition that soils in the proposed leachfield expansion area must be confirmed prior to placement of the system components.
Nab’s Corner Homesite Housing, (11-46.4) Reid Silva presented a septic system construction application for a 4-bedroom system which requires no variances. The Board approved the proposed system.
