Minutes of July 2, 2014 were approved
Huberman, 21 Harbor Hill Road (27.1-111&113) The Board reviewed a septic system upgrade permit application presented by Kent Healy for a cesspool which sank a foot or so into the ground. Kent confirmed that the pipe leading to the system remains intact and fully functional. A solid plywood platform has been built over the area, and cordoned off with caution tape, and Kent Healy is going to the property once a week to confirm that the cesspool remains capable of containing and adequately draining septage. So far this has been the case; however, the owner would like to initiate plans for an upgrade.
The proposed upgrade will involve installation of a 1,500 gallon tank in the approximate location of the current cesspool. A leaching bed will be constructed and the pipe, which will have to cross over the waterline, will be protected by a sleeve to add a layer of safety.
The owner would like to undertake construction in early September. The permit approval will require a public hearing. The date for the hearing will be September 3rd 2014, at 5:30pm.
Crossroads Fire Station, 401 Middle Road (26-99) The Board noted that the septic system for the Chilmark Fire station has had more frequent pumpouts. In light of the fact that the Town is currently actively engaged in seeking options elsewhere for a future Fire Station, the Board of Health noted that, should the system serving the current firehouse be found in failure, the blackwater facility can be disconnected and future use conditioned on a tie-in to the Chilmark Town Hall system.
Vibrio and Food Establishment Inspections Marina Lent reported that she had just received a call from the State that there has been a confirmed case of Vibrio, possibly linked to one of the Basin Road fish markets, but still under investigation. The Board noted the importance of strict compliance with the State’s 2014 Vibrio Control Plan. Matt Poole stated that the new food establishment inspector in Edgartown may be available to conduct some additional inspections in Chilmark. The Board agreed that we have available resources in the FY’15 budget for this expense.
Beach Plum Inn Lauren Schaefer and Chris Fischer came before the Board for a preliminary discussion on a proposal for a Caterer’s Permit application for the Beach Plum Inn kitchen. Jan Buhrman did not participate in the discussion. The proposal reviews staffing and storage capacity of the kitchen and would limit the number of people served and number of events per month. The Board asked Matt Poole to visit the kitchen prior to its next meeting to assess the potential limitations of the kitchen in relation to the proposal. The Board considered that it will likely be possible to issue a limited, temporary caterer’s permit for the remainder of the 2014 season, and then review proposal and performance for a full-scale Caterer’s permit next year.
Chemical Treatment of Properties Jan Buhrman reported that she has been approached by a concerned abutter in Squibnocket regarding a spraying operation on a neighboring property, presumably to control ticks. Another neighbor has reported finding three dead bucks with no evidence of trauma in the vicinity. Jan Buhrman advised people to make a formal complaint or inquiry to the Town.
Morgan Rule The Board asked Marina Lent to determine whether or not the “Morgan Rule” has been formally adopted by the Town.
