Minutes of June 18, 2014 were approved.

Harbor Sewage Pumpout Station:  The Board reviewed a poster prepared by Assistant Harbor Master Glenn DeBlase listing measures and procedures to safely operate the new sewage pump.  Harbor Master Dennis Jason reported that the pump works well and extremely fast: the harbor staff will have the boat owner take charge of hooking up the pumpout hose.  The hose assembly and flush-bucket will be stored in the harbor shack when not in use. The Board thanked Mr. Jason for completing the poster, and added that eye protection goggles should also be made available to the staff.  

Brookside Realty Trust, 489 South Road (30-98):  The Board discussed a proposed septic system tie-in with Michael Tompkins of Vineyard Land Surveying.  The current system consists of two cesspools in sequence.  The Board noted that an increase in flow is not permitted for a cesspool system, and asked Marina Lent to conduct a bedroom count to ensure that the number of bedrooms is within the permitted three-bedroom capacity of the system.  

The Board indicated that a septic tank and D-box will have to be installed.  Marina Lent will report on the results of the bedroom count: if there are more bedrooms than system capacity, a full upgrade will be required, otherwise, the tank and D-box can be installed with the existing system.

Huberman, 21 Harbor Hill Road (27.1-111&113) Marina Lent inquired on behalf of Kent Healy whether a septic system application for emergency septic repair that might be needed would require a public hearing; the Board noted that while the system remains stable, it can be permitted to function with weekly inspections by Kent Healy; a system upgrade can be initiated in the fall.  

Cagney Estate, 73 Tabor House Road (13-31)   The Board reviewed a septic system construction permit application which requires no variances as submitted by Chris Alley. The Board approved the construction permit with the requirement that the well needs to be re-pump-and-potability tested because it has not been in service since it was installed a considerable amount of time ago.

Juvenile Probation Officer on Martha’s Vineyard: The Board reviewed and signed a letter to the Office of the Commissioner of Probation, urgently requesting that the Juvenile Probation Officer position on Martha’s Vineyard be restored to its full hours.  Jan Buhrman asked whether we would be willing to send a copy of the letter to MV newspapers.  The Board noted that a draft of the letter is being reviewed by other Boards of Health, and that the best impact would be a joint letter from as many health boards as are willing to sign it.

Chilmark Road Race Sanitary Plan:  The Board reviewed and approved a sanitary plan for the 2014 Chilmark Road Race, which will be held on Middle Road on Saturday, August 9, 2014.

Tea Lane Caterer:   The Board asked Marina Lent to follow up with the Tea Lane Caterer regarding a plan for Title 5 compliant ware washing at the facility.

Temporary Food Event Permit, MVFF:  Marina Lent reported that the Martha’s Vineyard Film Festival is having two separate caterers.  Matt Poole pointed out that the Quitsa Cuisine needs to get a separate permit from Edgartown in order to work out of Pam’s Pesto kitchen, which is a licensed kitchen in Edgartown.  Marina noted that she is having difficulty getting all the required paperwork for Deon’s, who is a licensed caterer in Oak Bluffs.  The Board requires that all paperwork be complete in advance of a public food event.  Marina will work with MVFF organizers to ensure that food provided at the MVFF is fully licensed.

PWS 4062002 Chilmark Tavern:  The Board acknowledged a notice of non-compliance received from the Mass Dept of Environmental Protection.  The notice relates to failure to take the required number of repeat samples: the Board has no reason to believe that there is an issue with water quality at the Chilmark Tavern.

2014 Food Establishment Permit: Residential Kitchen for Karen Pickus, Bijah’s Way; Beetlebung Coffee Restaurant Permit.   

2014 Recreational Camp for Children, A 2014 Camp Permit was issued to the Chilmark Community Center.

2014 Tent Permit:  Katheryn Cerick (7-10.4);  Rosalie Hornblower (35-1.6)

Wertlieb, 9 Harvest Hill Road (4-4) as-built received, Certificate of Compliance issued

Dyer Realty Trust, 30 Bijah’s Way (7-75) Title 5 Official Inspection Report – passes
